Ms. Slaughter recommended that the plan be coordinated by a committee made up of a member of Council and commercial, apartment, and residential representatives. Ms. Waters expressed reservations about creating another ongoing committee. Mr. Gary O'Connell, Deputy City Manager, stated that a half time clerk would be necessary to administer the commercial trash collection fee, for a total cost of approximately $15,000. Rev. Edwards stated that he felt bringing in a total of $150,000 in revenues was too low and eventually the City will be need to fund substantial ongoing costs for trash collection and disposal. Mr. Vandever stated that he eventually would like to shift the disposal cost into a fee system and out of the tax rate and while reluctant, was willing at this time to support the commercial fee. Mr. Vandever also expressed concern about newspapers not being collected as part of the recycling program. Ms. Peacock stated that newspaper collection will be made an add-on to the request for proposals for recycling. Mr. Toscano stated that he would support the one-time bonus for City employees as a small token of appreciation since employees are being asked to do more with less. Mr. Vandever expressed concern about the bonuses in the larger context of the community, especially with the University laying off employees. Ms. Waters stated that she has been struggling with the bonus issue, but stated that she would like to provide the bonus if one-time money is available. Ms. Slaughter stated that she was bothered by the bonus payment and thought the money could be used better elsewhere. Rev. Edwards stated that he favored treating City and school employees equally with regard to the bonus payment. Mr. Vandever stated that he would favor redirecting the user side subsidy funds to offset JAUNT's fare increase. wa, s adjourned.
