192 <br /> <br /> On motion by Ms, Waters, seconded by~ Mr. Toscano, the <br /> ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br /> SECTION 8-4 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br /> AS AMENDED RELATING TO THE CITY MARKET RULES AND REGULATIONS" <br /> was offered and carried over-to the next meeting for <br /> consideration, · <br /> <br />ORDINANCE: ADOPTION OF NEW~CITYWIDE ZONING-MAP AND ZONING ~ <br />ORDINANCE TEXT AMENDMENT <br /> <br /> Mr. Clyde Gouldman, City-Attorney, described the <br /> following major provisions of the zoning amendment: 1) new <br /> R-iA. zoning intended to. s~abilize single family neighborhoods <br /> by limiting density; 2) new height and bulk regulations; and <br /> 3) rewriting of the historic preservation section which <br /> designates individual ~properties. Mr. Gouldman listed the <br /> following options available for Council: 1) have a first <br /> reading on one of the texts; 2) designate the text and map <br /> and bring back to the next meeting fOr a first reading; or <br /> 3) set a joint public hearing for~ Council-and the Planning <br /> Commission. Mr, Gouldman stated that if Council makes <br /> fundamental changes to the ordinance the ordinance should be <br /> returned to the Planning Commission for their recommendation. <br /> <br /> Rev. Edwards stated that a request had been received for <br />800 Delevan Street to be deleted from the list of historic <br />properties. . <br /> <br /> Mr, Vandever stated that he favored getting the language <br />of the ordinance in place and then dealing with individual <br />properties. · <br /> <br /> Ms. Waters offered the following proposal as an <br />amendment to the ordinance: reinstitute the. B-5 district; <br />allow an accessory apartment of 400 square feet in existing <br />units of 2,000 square feetlwith a 6,000 square foot lot;' and <br />allow duplexes in existing ~units of 2,400 square feet with a <br />7,200 square foot lot. <br /> <br /> Ms. Slaughter stated that she favored hOlding another <br />public hearing on the ordinance. Ms. SlaUghter noted the <br />marked decrease in home ownership between 1970 and 1987 and <br />stated that. she wanted to maintain a diversity and balance of <br />housing and encourage home ownership. ~ Ms. Slaughter stated <br />that she felt allowing accessory apartments wouldlenco~rage <br />home ownership, on the condition that the main part of the <br />house be occupied by the owner. Ms. Slaughter added that she <br />would look to areas near the University for higher density <br />zoning. <br /> <br /> Mr. Vandever stated that he was generally, in agreement <br />with Ms. Waters and Ms. Slaughter and is supportive of the <br />R-lA zoning as developed. Mr. Vandever stated that <br />University housing has a serious impact and ripple-effect on <br />the rest of the City but he did not think of the R-lA zoning <br />as anti-rental. Mr. Vandever expressed concern that allowing <br />accessory apartments in 2~000 square foot units would not <br />protect some of the neighborhoods surrounding the University, <br />but agreed that the hOme ownership clause ~would be a <br />protection in those cases. <br /> <br /> Mr TosCano Stated'that he intended to support the R-lA <br />zoning proposal, with some reservations, and stressed the <br />need to make provisions for affordable rental housing. Mr. <br />Toscano stated that he would support allowing an accessory <br />apartment either by right or by special permit with the owner <br />occupied condition. <br /> <br /> Rev. Edwards indicated his support of some version of <br />R-lA and~ the accessory, apartment allowance, probably on the <br />condition of owner occupancy. <br /> <br /> <br />
