181 <br /> <br />Albemarle County since 1968; and, <br /> <br /> WHEREAS, the Charlottesville Housing Foundation has <br />plans to develop the property at 1400 Monticello Road, <br />commonly known as the "After-Six Shirt Factory" into rental <br />housing for the elderly and disabled to be known as <br />MONTICELLO VISTA, and plans to construct an additional <br />building on the site to house 12 families; and, <br /> <br /> WHEREAS, the Community Development Block Grant Task <br />Force and the Charlottesville Planning Commission have both <br />recommended approval of a $100,000 request by the <br />Charlottesville Housing Foundation for a grant towards <br />acquisition of the property; and, <br /> <br /> WHEREAS, the Charlottesville Housing Strategy adopted in <br />February, 1990, identifies the critical need for such <br />housing; and, <br /> <br /> WHEREAS, the Charlottesville Housing Strategy recommends <br />that the City work inpartnership with private and non-profit <br />parties to meet the City's housing needs; and, <br /> <br /> WHEREAS, the Charlottesville Housing Strategy encourages <br />the utilization of funding from non-city sources such as the <br />Virginia Housing Partnership Fund and private sources; and, <br /> <br /> WHEREAS, the Charlottesville Housing Foundation has <br />pledged $100,000 of its own funds which were raised through <br />private solicitation, has commitments totaling $990,000 from <br />the Virginia Housing Partnership Fund (VHPF) and private <br />lenders, and is seeking other funds from VHPF and private <br />equity investors using federal housing tax credits for this <br />development; and, <br /> <br /> WHEREAS, a statement of approval or support by the City <br />of Charlottesville will greatly enhance the strength of <br />applications for additional funding needed for this <br />development; <br /> <br /> BE IT RESOLVED, on this 15th day of April, 1991, that <br />the City of Charlottesville generally supports the proposed <br />development of MONTICELLO VISTA by the Charlottesville <br />Housing Foundation; and, <br /> <br /> BE IT FURTHER RESOLVED that the City of~Charlottesville <br />agrees to grant $100,000 to the Charlottesville Housing <br />Foundation for the purpose of acquiring the property at 1400 <br />Monticello Road for the proposed housing development as <br />recommended by the CDBG Task Force and the Planning <br />Commission; provided that said agreement~to grant is <br />conditioned upon: <br /> <br /> (a) approval of this expenditure~by federal and state <br />officials, including the U. S. Department of Housing and <br />Urban Development ("HUD,'); <br /> <br />(b) receipt of $100,000 in federal funds from HUD; and <br /> <br /> (c) appropriate financing for purchase and construction <br />of the project proposed one, the part of the developer. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is directed <br />to sign the~general statements of City approval and support <br />in the required form which shall be submitted by the <br />Charlottesville Housing Foundation with applications to the <br />Virginia Housing Partnership~Fund M~lti-Family Loan Program <br />and to the Virginia Housing Development Authority Federal <br />Housing Tax Credit Program. <br /> <br />RESOLUTION: AUTHORIZING INDUSTRIAL DEVELOPMENT'BOND REFINANCING <br />FOR SAFEWAY - - <br /> <br /> <br />
