236 APPOINTMENTS: SCHOOL BOARD On motion by Ms. Slaughter, seconded by Mr. Toscano, Mr. William H. Atwood was unanimously appointed from the fourth ward to a three year term on the Charlottesville School Board. This term will begin on July 1, 1991 and will expire on June 30, 1994. Ms. Waters stated that she would abstain from voting on the appointment for the first ward because of her close working relationship with one of the applicants. On motion by Mr. Vandever, seconded by Ms. Slaughter, Mr. A1 Elias was appointed, with Ms. Waters abstaining, from the first ward to a three year term on the Charlottesville School Board. This term will begin on July 1, 1991 and will expire on June 30, 1994. Rev. Edwards stated that the decision was a very difficult one because of the number of qualified applicants for the positions. The meeting was adjourned. President COUNCIL CHAMBER - June 17, 1991 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Ms. Waters. Absent: Mr. Vandever. MINUTES On motion by Ms. Waters, seconded by Mr. Toscano, the minutes of the May 28th meeting were approved as presented, with Ms. Slaughter and Rev. Edwards abstaining. On motion by Ms. Slaughter, seconded by Mr. Toscano, the minutes of the June 3rd meeting were approved as amended, with Rev. Edwards and Ms. Waters abstaining. PUBLIC Ms. Laurie Roemer of the Aquatic Wellness Center of Virginia, requested that the pool rental fees be pro-rated over a period of years to lessen the impact of the increase from $20 per hour to $42 per hour. Mr. Louie Chapman, Assistant City Manager, stated that the Aquatic Wellness Center has been offered the opportunity to use half the lanes of the pool since their use of the entire shallow end of the pool in fact uses all the pool area. Mr. Chapman explained that the pool rate for the entire use of the pool increased from $40 to $42 and staff felt that the full rate should be charged rather than have the City subsidize use of the pool. Ms. Roemer stated that the Aquatic Wellness Center has used the shallow end of the pool for five years. Mr. Toscano stated that he would abstain from discussing the matter due to a perceived or actual conflict of interest. Ms. Waters noted that Council had supported an increase in pool fees for adults during the budget process and ~she was aware of Ms. Roemer's concerns. It was the consensus of Council to take the matter under advisement.
