236 <br /> <br />APPOINTMENTS: SCHOOL BOARD <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, Mr. <br />William H. Atwood was unanimously appointed from the fourth <br />ward to a three year term on the Charlottesville School <br />Board. This term will begin on July 1, 1991 and will expire <br />on June 30, 1994. <br /> <br /> Ms. Waters stated that she would abstain from voting on <br />the appointment for the first ward because of her close <br />working relationship with one of the applicants. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />Mr. A1 Elias was appointed, with Ms. Waters abstaining, from <br />the first ward to a three year term on the Charlottesville <br />School Board. This term will begin on July 1, 1991 and will <br />expire on June 30, 1994. <br /> <br /> Rev. Edwards stated that the decision was a very <br />difficult one because of the number of qualified applicants <br />for the positions. <br /> <br /> The meeting was adjourned. <br />President <br /> <br />COUNCIL CHAMBER - June 17, 1991 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Ms. Waters. Absent: Mr. Vandever. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />minutes of the May 28th meeting were approved as presented, <br />with Ms. Slaughter and Rev. Edwards abstaining. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />minutes of the June 3rd meeting were approved as amended, <br />with Rev. Edwards and Ms. Waters abstaining. <br /> <br />PUBLIC <br /> <br /> Ms. Laurie Roemer of the Aquatic Wellness Center of <br />Virginia, requested that the pool rental fees be pro-rated <br />over a period of years to lessen the impact of the increase <br />from $20 per hour to $42 per hour. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />the Aquatic Wellness Center has been offered the opportunity <br />to use half the lanes of the pool since their use of the <br />entire shallow end of the pool in fact uses all the pool <br />area. Mr. Chapman explained that the pool rate for the <br />entire use of the pool increased from $40 to $42 and staff <br />felt that the full rate should be charged rather than have <br />the City subsidize use of the pool. <br /> <br /> Ms. Roemer stated that the Aquatic Wellness Center has <br />used the shallow end of the pool for five years. <br /> <br /> Mr. Toscano stated that he would abstain from discussing <br />the matter due to a perceived or actual conflict of interest. <br /> <br /> Ms. Waters noted that Council had supported an increase <br />in pool fees for adults during the budget process and ~she was <br />aware of Ms. Roemer's concerns. <br /> <br /> It was the consensus of Council to take the matter under <br />advisement. <br /> <br /> <br />
