241 <br /> <br /> Ms. Waters stated that she felt the conditions of the <br />special permit were quite restrictive and since the property <br />is surrounded by student housing, felt a sorority is a <br />reasonable use for the property. Ms. Waters stated that she <br />was reluctant to get into time limits on special permits and <br />would rather enforce existing regulations. <br /> <br /> Ms. Waters made a motion to approve the resolution and <br />Mr. Toscano seconded the motion. <br /> <br /> Mr.~Toscano questioned whether money had been invested <br />to upgrade the property and Mr. Fred Payne, attorney for the <br />sorority~ replied that $80,000 had been invested so far and <br />an additional ~20,000 in improvements are planned. <br /> <br /> Ms. Slaughter requested that the resolution be amended <br />to specifically state that a resident house mother will live <br />on site and Ms. Waters and Mr. Toscano accepted the amendment <br />to their motion. <br /> <br /> The resolution granting a special permit for a sorority <br />at 1718 Jefferson Park Avenue and 106 Maywood Lane was <br />approved by the following vote. Ayes: Ms. Slaughter, Mr. <br />Toscano, Ms. Waters. Noes: Rev. Edwards. Absent: Mr. <br />Vandever. <br /> <br /> WHEREAS, James and Cynthia Stultz, owner of property <br />known as 1718 Jefferson Park Avenue and 106 Maywood Lane, <br />have requested a special use permit to allow use of the <br />buildings and property as a sorority. This property is <br />further identified on City Real Property Tax Map ~11 as <br />parcel 56, having approximately 100 feet of frontage on <br />Jefferson park Avenue, 207 feet of frontage on Maywood Lane, <br />and containing approximately 20,187 square feet of land, or <br />.46 acres~ <br /> <br /> WHEREAS, following a joint public hearing before this <br />council and the Planning Commission,~duly advertised and held <br />on May 14, 1991, this Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 34 of the City Code~ now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is hereby <br />granted to James and Cynthia Stultz to allow use of the <br />buildings and property at 1718 Jefferson Park Avenue/106 <br />Maywood Lane as a sorority, pursuant to City Code Section <br />34-199. <br /> <br /> The approval of this special use permit is conditioned <br />upon the following: <br /> <br />1. Administrative approval of the site plan; and <br /> <br /> 2, The use of the property shall be for a sorority only <br />with maximum occupancy of 18 (17 students and 1 house mother) <br />and bedroom floor area of 900 square feet. Floor plans shall <br />be provided to verify this. <br /> <br /> 3. There shall be no daily meals served except to <br />residents and their guests. No meat program will be offered <br />to the full sorority membership. <br /> <br /> 4. Conduct of occupants shall comply substantially with <br />the Standing Rules of Alpha Gamma Delta International. <br /> <br /> 5.
