273 <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that the sum of $12,600.00, to be <br /> received as a grant from the Virginia Department of Social <br /> Services is hereby appropriated to expenditure account <br /> 12-161-062279 to be expended in support of the Independent <br /> Living Program, which teaches life skills to older teens in <br /> foster care. This appropriation is conditioned upon receipt <br /> of $12,600,00 from the Virginia Department of Social <br /> Services. <br /> <br />APPROPRIATION: $94,328 - CHARLOTTESVILLE/ALBEMARLE YOUTH <br />CO~MISSION <br /> <br /> Mr. Hendrix stated that the appropriation represented <br />funds from the Virginia Department of Youth and Family <br />Services, Albemarle County, and City funds previously <br />approved in the budget. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, <br />the $94,328 appropriation for the Charlottesville/Albemarle <br />Youth Commission was offered and carried over to the next <br />meeting for consideration. <br /> <br /> Ms. Waters recommended that the Chairperson of the CACY <br />Commission give a status report on the Commission,s efforts <br />to Council in mid-year. <br /> <br />APPROPRIATION: $35,036 - VICTIM WITNESS PROGRAM <br /> <br /> Mr. Hendrix stated that the appropriation represented a <br />grant from the Virginia Department of Criminal Justice <br />Services and City funds previously approved in the budget. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters,. the <br />$35,036 appropriation for the Victim Witness Program was <br />offered and carried over to-the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $40,000 - CRHA CONTRACT FOR CSOs <br /> <br /> Mro Hendrix explained that the Housing Authority had <br />received a federal grant and part of the funds would be used <br />to fund part-time Community Service Officers at Westhaven. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />$40,000 appropriation for the CSOs at Westhaven was offered <br />and carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $3,120 - THERAPEUTIC RECREATION PROGRAM <br /> <br /> Mr. Hendrix stated that the appropriation represented <br />Albemarle County funds provided to the City for running the <br />Therapeutic Recreation Program. Mr. Hendrix stated that <br />funds for salaries had already been received from Albemarle <br />CouDty and these funds would be used~for supplies. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. <br />Vandever stated that rather than requiring a citizen <br />to do so and to allow the noise to be measured at the <br />property line of the abusing party rather than the property <br />line of the person making the complaint. Mr. Vandever also <br />requested that staff investigate the possibility of being <br />able to regulate noise from moving vehicles and strenghtening <br />the City's ability to take action against the property owner <br />if violations continue in rental property. <br /> <br /> Ms. Waters invited the participants in the Piedmont <br />Council of the Arts "Dream Builders" performance to a future <br />Council meeting to be recognized for their achievement. <br /> <br />~he meeting was .adjourned. <br /> <br />C~rk <br /> <br /> <br />
