283 <br /> <br /> Ms. Slaughter asked staff to prOvide information on what <br />system is.used in Winchester. <br /> <br /> Council adjourned for the night and reconvened at 9:00 <br />a.m. on Monday, September 9th. <br /> <br />NEW INITIATIVES <br /> <br />University Land for Sororities and Fraternities <br /> <br /> Ms. Waters stated that University of Virginia officials <br />appear to be sensitive to the issue of keeping property on <br />the tax roles and are willing to consider providing land for <br />fraternities and sororities. Ms. Waters added that the <br />University is also interested in exploring developing a <br />residential college on West Main Street. Ms. Waters stated <br />that if the University is serious about~ Providing land to <br />fraternities then the City probably should not grant <br />additional special permit for fraternities and sororities in <br />City neighborhoods. Ms. Waters stated that she hoped that <br />providing land for this use would open up ways to convert <br />appropriate properties back to residential use. <br /> <br /> Ms. Slaughter stated that she felt it would be helpful <br />if the University would give some sense of location options. <br /> <br /> Mr. Toscano questioned whether it was realis.tic to <br />expect fraternities and sororities to raise fund~ for such a <br />development without assurances that they will not be <br />isolated. <br /> <br /> Ms. Slaughter recommended that sororities and <br />fraternities reach out to their alumni groups for assistance. <br /> <br /> Ms. Waters recommended that the city suggest that the <br />University put together a task force to Study the issue of <br />providing land for sororities and fraternities. <br /> <br /> Ms. Toscano recommended that the zoning ordinance be <br />changed if Council makes a decision not to approve special <br />permits for sororities and fraternities so as not to appear <br />arbitrary. <br /> <br /> Ms. Slaughter noted that maintaining the status quo <br />favors male fraternities beCause sororities were established <br />at a later time. <br /> <br /> Ms. Waters recommended that any special permit requests <br />be redirected to the University, that a task force be <br />established, and that the process be evaluated in six months. <br /> <br />West Main,$treet <br /> <br /> Ms. Waters questioned whether CoUncil'would endorse <br />looking at'the development of a residential college along the <br />West Main Street corridor in a focused way. <br /> <br /> Mr. Hendrix stated that the City WOuld need Go consult <br /> with the University about such a potential development and <br /> stressed that such a study would take a fairly major staff <br />effort, <br /> <br /> councilors stated that the following should be taken <br />into consideration in suCh a study: buffers, traffic, <br />restrictions on vehicles for some Students, and having the <br />study and development be a public/private partnership. <br /> <br /> Mr. Toscano questioned whether staff would be able to <br />take on such a study and Mr. Hendrix stated'that he felt it <br />was an important area that should be addressed, but added <br />that other things may have to wait. <br /> <br /> <br />
