285 <br /> <br />interested in more family activities such as music in the <br />parks on Sundays where there would be no alcohol. <br /> <br /> Mr. O'Connell noted that funds from "Fridays" are <br />important to CDF's matching funds. Mr. O'Connell stated that <br />he has told CDF that they will need to approach Council in <br />the future with regard to use of the mall for "Fridays." <br /> <br /> Ms. Slaughter stated that she would like to see CDF talk <br />with merchants about their providing or paying for employee <br />parking, perhaps at their upcoming retreat, and would like <br />CDF to talk about options for a more permanent space for City <br />Market. <br /> <br /> Mr. Hendrix stated that the North Downtown Residents <br />Association Board has been exploring the possibility of <br />locating a health club downtown and has requested that the <br />City take up the effort. Mr. Hendrix stated that some <br />interest has been expressed by the University and the City <br />has an interest, but he did not think the City should take <br />the responsibility to pursue the matter further. <br /> <br /> Councilors indicated that they felt locating a health <br />club downtown should be a private initiative. <br /> <br />ROADS <br /> <br /> Ms. Waters suggested that the City, County and <br />University reconvene the Joint Transportation Committee to <br />help move forward plans for Route 29 North. Ms. Waters noted <br />that the County continues to make comments about the City <br />stalling on plans for the Meadowcreek Parkway and she felt <br />the Committee would be the appropriate place to clarify the <br />situation. <br /> <br /> Ms. Slaughter stated that she would like to see how the <br />Meadowcreek Parkway could be built to a design approved by <br />the City and would also like to explore the possibility of <br />building Meadowcreek Parkway with private funds. ~ <br /> <br /> Mr. Hendrix stated that he felt if the three <br />jurisdictions got together they may get a positive response <br />from the Department of Transportation. Mr. Hendrix stated <br />that the current design for the Meadowcreek Parkway does not <br />including protection~for the North Downtown neighborhood and <br />recommended that Council look at the original plans from the <br />250 Bypass to Preston/Market which were designed to provide <br />this protection. <br /> <br /> Mr. Vandever stated that he felt steps needed to be <br />taken to prevent Meadowcreek Parkway from becoming a bypass. <br /> <br /> Ms. Slaughter stated that she was not convinced of the <br />need for a Route 29 bypass. Ms. Slaughter stated that she <br />saw the need for the Meadowcreek Parkway as important to <br />downtown, but wanted to take steps to protect the <br />neighborhood. Ms. Slaughter recommended exploring diverting <br />business traffic onto Harris Road. <br /> <br />HOUSING <br /> <br />Infill Housing <br /> <br /> With regard to infill housing, Mr. O'Connell stated that <br />staff have begun to look at available sites, but have not yet <br />done an extensive search. Mr. O'Connell stated that staff <br />have been working with the Charlottesville Housing Foundation <br />and the Housing Authority and suggested that the City <br />initially work towards developing six to ten units. <br /> <br /> Ms. Waters stated that she would favor pursuing infill <br />housing as a major initiative. <br /> <br /> <br />
