291 <br /> <br />program, perhaps taking entrance corridors as a priority <br />and having a voluntary registration of specimen trees. <br /> <br /> Ms. Slaughter expressed supPort for reaching out to <br />civic groups and garden clubs to involve them, enlist their <br />help and use them to raise public awareness. <br /> <br /> Mr. Vandever stated that he would favor adding historic <br />districts to the priority list. <br /> <br /> It was the consensus of Council to send the issue back <br />to the Urban Design Committee for further study, to include <br />the issues as outlined by Ms. Waters and comments made by <br />individual Councilors as stated above. <br /> <br />APPROPRIATION: $3,866 - LITTER CONTROL GRANT <br /> <br /> Mr. Hendrix stated that the funds are made available <br />from a State grant and will be passed on to the <br />Charlottesville-Albemarle Clean Community Commission (CAC3). <br />Mr. Hendrix noted that the Rivanna Solid Waste Authority <br />has taken over CAC3's previous role in recycling and CAC3 <br />will focus more on litter control. Mr. Hendrix added that <br />discussions are continuing about the possibility of combining <br />CAC3 and the Solid Waste Authority, but a decision has not <br />yet been made on this issue. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />$3,866 appropriation of the Litter Control Grant was offered <br />and carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $1,321.50 - DONATION FOR FLOWER BULBS <br /> <br /> Mr. Hendrix stated that an anonymous citizen had donated <br />money to purchase flower bulbs. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />$1,321.50 appropriation for flower bulbs was offered and <br />carried over to the next meeting for consideration. <br /> <br /> Rev. Edwards questioned whether staff had followed up on <br />offers by private citizens to maintain flower beds which had <br />been eliminated in this year's budget. <br /> <br /> Mr. Gene German, Director of Parks and Recreation, <br />stated that staff have been working with interested persons <br />and a program should be in place next year for private <br />maintenance of some of the flower beds. <br /> <br />APPROPRIATION: USE OF GOLF COURSE FEES FOR PERSONNEL <br /> <br /> Mr. Hendrix stated that $90,000 was needed to fund <br />full-time and part-time staff and some equipment to maintain <br />the additional nine holes at Pen Park, which would be repaid <br />from fees generated at the golf course. <br /> <br /> Mr. German stated that the additional nine holes are <br />expected to open in FY 93, a year ahead of schedule. Mr. <br />German stated that there will be surplus revenues after three <br />years of operation. Mr. German noted that it is crucial to <br />property maintain the new holes at this point. <br /> <br /> Responding to a question from Ms. Waters, Mr. Hendrix <br />stated that new higher fees are being phased in and any <br />"loan" from the general fund will be repaid by revenues, <br />adding that interest could be paid on the loan. <br /> <br /> Ms. Waters requested that staff provide Council with <br />additional information as she was concerned that things are <br />shifting in the way she understood financing for the golf <br />course was to work since it had been presented that the golf <br />course would be self-sufficient and now staff have indicated <br />that it will be three years before it is self-sufficient. <br /> <br /> <br />
