293 <br /> <br /> Mr. Hendrix explained that Council had previously <br />authorized staff to purchase the lot on Grove Street to put <br />in a sewer line and now that the work is complete the <br />adjacent property owner has indicated an interest in <br />purchasing the lot and adding it to his property. Mr. <br />Hendrix stated that staff recommend that the property be <br />sold. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, the <br />ordinance entitled "AN ORDINANCE TO AUTHORIZE THE CONVEYANCE <br />OF A PARCEL OF LAND LOCATED ON GROVE STREET TO W. GREGORY <br />BULL" was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter requested that staff contact residents of <br />Orangedale and let them know the status of drainage <br />improvements. <br /> <br /> Ms. Waters noted that Council has not yet scheduled a <br />work session to discuss drainage. <br /> <br /> Mr. Hendrix stated that the first phase of drainage <br />improvements in Orangedale are out to bid and added that he <br />would have staff contact Orangedale residents about the <br />status of the next phase of improvements. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, <br />Council unanimously voted to meet in executive session to <br />discuss the acquisition or use of real property for public <br />purpose, or the disposition of publicly held property, as <br />authorized by Section 2.1-344(a)(3) of the Virginia Freedom <br />of Information Act, more specifically described as the former <br />CSX property in the downtown area and property located on 5th <br />Street, S.W. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seConded by Mr. Vandever, unanimously certified <br />that, to the best of each member's knowledge (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />President <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />September 18, 1991 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jean~ C0~ ~sisqed) <br /> <br /> BASEMENT CONFERENCE ROOM - September 18, 1991 <br /> <br /> Council met in special session on this date With the <br />following members present: Rev.
