48 <br /> <br /> Mr. Steve Vosper, a member of Region Ten Community <br />Services Board's Blue Ridge House, a self-help <br />rehabilitation program for the mentally ill, invited <br />Council to lunch and a tour of Blue Ridge House. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mrs. Gleason, Mr. Larry Herbert was <br />unanimously reappointed, and Ms. Peggy Van Yahres <br />and Ms. Jean Hiatt were appointed to four-year terms on the <br />Board of Architectural Review. These terms will expire on <br />January 1, 1992. <br /> <br />STAFF REPORT: EXTENDING CONTRACT FOR AUDITORS <br /> <br /> Ms. Rita Scott, Director of Public Works, stated that <br />the fiscal year 1987 audit has recently been completed and <br />normally a request for proposals would be prepared. Ms. <br />Scott requested that Council authorize the extension of the <br />present contract for one year due to unusual circumstances. <br />Ms. Scott stated that a new financial system is being <br />implemented and with only one more year under the old <br />financial system, a new auditor would have to learn the old <br />system for only one year and then learn the new system. <br />Ms. Scott stated that the City Attorney's office had advised <br />that the extension would be justified under the Procurement <br />Act. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, <br />CounCil unanimously authorized the extension of the <br />auditors~ contract for one year. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$1,563,719.88 - JOB TRAINING PARTNERSHIP ACT <br /> <br /> The $1,563,719.88 appropriation for the Job Training <br />Partnership Act which was offered at the December 21st <br />meeting, was approved by the following'vote. Ayes: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: <br />None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that all amounts received from the <br />Governor's Employment and Training Department of the <br />Commonwealth of Virginia pursuant to the Job Training <br />Partnership Act (including unexpended balances carried <br />forward from prior years), estimated to total $1,563,719.88, <br />are hereby appropriated to the JTPA fund, to be expended by <br />the Piedmont Job Training Administration on authorization <br />from the City Manager or his designee, and in accordance with <br />applicable state and federal laws and regulations, to carry <br />out the purposes of the Act. <br /> <br />APPROPRIATION: $77,000 - CHARLOTTESVILLE REDEVELOPMENT AND <br />HOUSING AUTHORITY VINEGAR HILL URBAN RENEWAL ACCOUNT (2nd reading) <br /> <br /> Mr. Hendrix stated that an additional bill for legal <br />services had been received and the appropriation for ~59,000 <br />needed to be amended to include this amount. Mr. Hendrix <br />requested that Council amend the appropriation at this <br />meeting and have the second reading of the new amount at the <br />next meeting. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />appropriation for the Charlottesville Redevelopment and <br />Housing Authority Vinegar Hill Urban Renewal Account, which <br />was offered at the December 21st meeting, was amended to <br />$77~000 and carried over to the next meeting for the second <br />reading. <br /> <br /> Mr. Barnes requested that staff circulate the bill for <br />the legal services to Council. <br /> <br /> <br />
