5] RESOLUTION: AUTHORIZING MAYOR TO SIGN EASEMENT FOR SEWER LINE ON DRUID AVE., MONTICELLO AVE., AND QUARRY ROAD On motion by Mr. Barnes, seconded by Mrs. Gleason, Council unanimously approved the resolution authorzing the Mayor to sign an easement for a sewer line on Druid Avenue, Monticello Avenue, and Quarry. Road. BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the Mayor is hereby authorized to execute on behalf of the City the following document, in form approved by the City Attorney: Deed of Easement between the City and William W. Stevenson, granting a twenty foot sewer line easement across property located on Druid Avenue, Monticello Avenue and Quarry Road (City Tax Map 61-35). A copy of such document shall be kept on file with the minutes of the Council meeting at which this resolution was adopted. ORDINANCE: CLOSING A PORTION OF AN ALLEY OFF PRESTON AVENUE (2nd reading) The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF AN ALLEY OFF ROSE HILL DRIVE" which was offered at the December 21st meeting, was approved by the following vote° Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr~ Towe. Noes: None. ORDINANCE: REZONING 324 13TH STREET, N.W. FROM R-2 TO R-3 Mr. Satyendra Huja, Director of Community Development, stated that the Planning Commission recommended rezoning of 324 13th Street, N.W. for the following reasons: 1) It is in harmony with the Land use Plan of the Comprehensive Plan; 2) The site can accommodate the permitted and proposed/ existing uses; 3) The proposed uses are compatible with the majority of the surrounding uses~ and 4) The property is surrounded by R-3 zoning. On motion by Mrs. Gleason, seconded by Dr. Hall, the ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY THE REZONING OF PROPERTY LOCATED AT 324 13TH STREET, N.W." was offered and carried over to the next meeting for consideration. ORDINANCE: RELATING TO TAXICAB RATE SCHEDULE DISPLAY REGULATION Mr. Hendrix stated that the proposed ordinance should be changed to read that the required lettering be 1" high instead of 3" high. Ms. Becky Graves of Yellow Cab Company, requested that the height be reduced to 1/4". It was the consensus of Council that the height requirement for the lettering be at least 1/2". On motion by Mr. Barnes, seconded by Mrs. Gleason, the ordinance entitled "AN ORDINANCE TO AMEND SECTION 27-17 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO THE REQUIREMENT BY THE CITY THAT TAXICAB RATE SCHEDULES BE DISPLAYED" was offered and carried over to the next meeting for consideration.
