It was noted that Albemarle County does not allow <br />non-County residents to enroll in County schools. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City Schools, <br />stated that he was scheduled to meet with the Secretary of <br />Education on January 15th to discuss the Governor's proposed <br />budget. Dr. Cibbarelli stated that it was estimated that <br />$995,000 in new revenue from the City would be available for <br />the City Schools, but that only $5.2 million was anticipated <br />from the State, a decrease from the previous $5.5 million <br />received in the current year. Dr. Cibbarelli reviewed the <br />following anticipated increases: salary - $500,000; <br />transportation - $175,000~ energy costs - $75,000; and <br />special education - $200,000. Dr. Cibbarelli stated that if <br />the State only provides~$5.2 million then $300,000 will have <br />to be cut from the School's budget which may have to be in <br />the form of staff cuts° Dr. Cibbarelli stated that he would <br />submit his proposed FY 88-89 budget to the School Board on <br />February 4th. <br /> <br /> Dr. Cibbarelli gave the following reasons for the <br />expected decrease in State funding: 1) declining <br />enrollment; 2) decreased funds for special education~ 3) no <br />funds received for meeting mandated teacher salary <br />increases; and 4) decreased funds for retirement and fringe <br />benefits. Dr..Cibbarelli stated that Charlottesville is <br />considered a wealthy community by the State and may be <br />penalized for that reason in proposed funding formulas. <br />Dr. Cibbarelli also noted that Charlottesville has a large <br />number of special education students because of the <br />reputation of the program and because of the proximity to <br />the University of Virginia Hospital. <br /> <br />eting was <br /> <br />adjourned. <br /> <br />COUNCIL CHAMBER - January 19, 1988 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. BuCk, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />minutes of the meeting of November 21, 1987 were unanimously <br />approved as presented. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, the <br />minutes of the meeting of January 4th were unanimously <br />approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Otis Lee of Route 10, Box 1876, Woodbury Road, <br />restated his request that Council reconsider purchasing his <br />properties for use as scattered site public housing through <br />eminent domain. <br /> <br /> Mr. Steve Vosper thanked Mayor Buck for visiting Blue <br />Ridge House. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mrs. Gleason, Ms. Mary K. Bednar was <br />unanimously appointed to fill an unexpired term on the <br />Jefferson Area Board for the Aging. This term is effective <br />immediately and will expire on April 1, 1989. <br /> <br /> <br />
