64 <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that he thought the fencing should be opaque and <br />requested that Council's approval of the site plan elements <br />be deferred until after the formal site plan review. <br /> <br />The matter was deferred until the next meeting. <br /> <br />APPROPRIATION: $32,507 - TRANSPORTATION PLANNING GRANT (2nd reading) <br /> <br /> The $32,507 appropriation of the Transportation Planning <br />Grant which had been offered at the February Ist meeting, was <br />approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, <br />Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $32,507 is hereby <br />appropriated to expenditure account 11-33110 in the Grants <br />Fund for planning activities, including administration, data <br />base maintenance and a study of transportation needs for the <br />southern City/County area. Such activities shall be <br />conducted by the City under a contract from the Thomas <br />Jefferson Planning District Commission (TJPDC) pursuant to a <br />Section 112 planning and programming grant received by TJPDC <br />from the Federal Highway Administration (FHWA), Urban Mass <br />Transportation Agency (UMTA), and the Virginia Department of <br />Highways and Transportation (VHD&T). <br /> <br /> This appropriation shall be subject to the receipt by <br />the City of $17,149 in FHWA funds, $9,866 in UMTA funds, and <br />$2,746 in VHD&T funds. <br /> <br /> BE IT FURTHER RESOLVED that the sum of $2,746 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund to account ~01-33020 for transfer to the Grants Fund as <br />the City's matching share of such grant. <br /> <br />APPROPRIATION: $36,000 - VIRGINIA SHELTER GRANT FOR SHELTER FOR <br />HELP IN EMERGENCY (SHE) (2nd reading) <br /> <br /> The $36,000 appropriation of the Virginia Shelter Grant <br />for the Shelter for Help in Emergency (SHE) which was offered <br />at the February 1st meeting, was approved by the following <br />vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, <br />Mr. Towe. Noes: None. <br /> <br /> WHEREAS, the Virginia Department of Housing and <br />Community Development has notified the City of its grant <br />award under the Virginia Shelter Grants Program~ now, <br />therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that $36,000 is hereby appropriated <br />from the Grants Fund to expenditure account ~11-42020 for use <br />by the Shelter for Help in Emergency (SHE) for its activities <br />during the 1987-1988 fiscal year. Such activities shall be <br />conducted under contract with the City. Such appropriation <br />shall be conditioned upon receipt of #36,000 from the <br />Virginia Department of Housing and Community Development's <br />Virginia Shelter Grant Program (VSGP-1987) and matching funds <br />from SHE. <br /> <br />APPROPRIATION: $1,725 - STREET LIGHTS FOR NORTH DOWNTOWN AREA <br /> <br /> Mro Hendrix stated that as a result of a citizen request <br />the City Engineer had looked at the lighting needs for the <br />North Downtown area and the appropriation would provide for <br />new street lights in that area. <br /> <br /> Mr. Hendrix advised Council that the general fund <br />balance was close to the 15% level which was Council's policy <br />to maintain as a minimum and that this should be kept in mind <br />before future appropriations were made by Council. <br /> <br /> <br />
