The Mayor is hereby directed and hereby authorized <br />to execute on behalf of the Council for the City of <br />Charlottesville the contract of purchase attached hereto as <br />Exhibit B for Parcel A. <br /> <br /> 3. Upon due execution of a contract of sale for Parcel <br />A and prior to closing of the real estate transaction, the <br />Mayor is also hereby directed to execute the Deed and any <br />other related documents which are necessary to the <br />consummation of the transaction and to execute and deliver on <br />behalf of the City such instruments or documents and or <br />certificates and to perform other things and acts which shall <br />be deemed necessary and appropriate to carry out the <br />transactions authorized by the resolution. <br /> <br />4. This resolution shall take effect immediately. <br /> <br />ORDINANCE: RELATING TO STOP ORDERS ISSUED BY ZONING ADMINISTRATOR <br /> <br /> Mr. Hendrix stated that the ordinance would merely <br />change an incorrect reference in the Code and that the change <br />was recommended by the Planning Commission. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 31-279 OF CHAPTER XXVIII OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO STOP ORDERS <br />ISSUED BY THE ZONING ADMINISTRATOR" was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that the <br />Rivanna Park Steering Committee had met to discuss the need <br />for an additional $300,000 to complete Phase I of Rivanna <br />Park. <br /> <br /> Mr. Buck, a member of the Steering Committee, stated <br />that the bid prices were felt to be competitive and the <br />matter was being brought before Council for the following <br />reasons: 1) it was important that Council be aware of the <br />need to cut back on the original proposal; 2) Council <br />approval was necessary in order to begin the work within the <br />original budget; and 3) a decision by Council was needed <br />about whether to put an additional $150,000 into Phase I. <br /> <br /> Mr. Barnes stated that he favored authorizing the <br />present bid so that work could begin, but preferred to <br />consider the additional $150,000 along with the Capitol <br />Improvement Budget° <br /> <br /> Mr. Towe asked what the estimated cost of constructing <br />picnic shelters woUld be in case the private sector was <br />interested in participating in their financing. <br /> <br /> Mr. O'Connell replied that picnic shelters would cost <br />from $40~000 to $80,000 each. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />Council unanimously authorized the awarding of the bid to <br />begin the work within the original budget for Phase I. <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall, Council <br />voted to meet in executive session to discuss personnel and <br />acquisition of property, with Mr. Barnes abstaining, as <br />exempted by Section 2.1-344(a)(1) and (2) of the Virginia <br />Freedom of Information Act. <br /> <br /> <br />
