83 <br /> <br /> Mr. Hendrix stated that the Department of <br />Transportation was providing $23,940 and the City was <br />providing the remainder for the traffic signal to be <br />installed at Jefferson Park Avenue and Lee Street. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, The <br />$25,200 appropriation for the Jefferson Park Avenue/Lee <br />Street traffic signal was offered and carried over to the <br />next meeting for consideration. <br /> <br />APPROPRIATION: <br /> <br />SIGNAL <br /> <br />$52,000 - 5TH STREET, S.W./HARRIS ROAD TRAFFIC <br /> <br /> Mr. Hendrix stated that the developers of the adjacent <br />property on 5th Street will provide $50,000 for the traffic <br />signal and the City will provide the remainder. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />$52,000 appropriation for 5th Street,S.W./Harris Road <br />traffic signal was offered and carried over to the next <br />meeting for consideration. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT TO ALLOW SUBDIVISION OF <br />423-425 NORTH lST STREET <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the Planning Commission recommended denial of <br />the special permit for the following reasons: 1) The <br />present density is inappropriate for the street; 2) It will <br />make this property conforming and allow future redevelopment <br />or reconstruction of inappropriate development; and 3) The <br />proposed special permit would allow a benefit to the owner <br />but would not result in any clear public benefit. <br /> <br /> Mr. Clyde Goul~man, City Attorney, stated that since <br />the Planning Commission made its recommendation, the <br />applicant has proposed a deed restriction which would <br />probably address the concerns raised by the Planning <br />Commission. <br /> <br /> Mr. Buck recommended that the applicant request that <br />the Planning Commission reconsider the matter. <br /> <br /> Mr. Barnes stated that he would like to have the <br />opportunity to review the proposed deed restriction prior to <br />taking action on the matter. <br /> <br /> The matter was deferred at the request of the <br />applicant. <br /> <br />RESOLUTION: AUTHORIZING MAYOR TO SIGN SENIOR CENTER LEASE <br /> <br /> Mr. Hendrix stated that the following changes had been <br />made in the Senior Center lease: the liability insurance <br />had been increased to $1 million~ 90 days notice of <br />termination was required; and sublease would require <br />approval by the City. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />resolution authorizing the Mayor to sign the Senior Center <br />lease was approved by Council, with Mr. Towe absent. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, that the Mayor is hereby authorized to <br />execute on behalf of the City the following document, in form <br />approved by the City Attorney: <br /> <br />Lease agreement between the City and the <br />Senior Center for space on the first floor <br />and messanine floor of the old McIntire <br />Library building on Second,Street, N.E. <br /> <br /> <br />
