94~ ORDINANCE: PROPERTY ANNUAL TAX LEVY ON REAL ESTATE AND TANGIBLE PERSONAL Mr. Buck stated that the ordinance provided for a four cent decrease in the personal property tax rate and no change in the real estate tax rate. On motion by Mr. Barnes, seconded by Dr. Hall, the ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC PURPOSES" was offered and carried over to the meeting of April 12th. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Mr. Barnes, Mr. Alton Martin, Jr. and Mr. Jackson Chambers were unanimously reappointed to serve four- year terms and Mr. Robert Moorefield was unanimously appointed to serve an unexpired term on the Industrial Development Authority. Mr. Martin's and Mr. Chambers' terms will expire on April 3, 1992 and Mr. Moorefield's term will expire on April 3, 1989. On motion by Dr. Hall, Dr. Steven Stern and Ms. Beverley Butler were unanimously appointed to three-year terms and Ms. Pearl Spears Gray was unanimously appointed as the University of Virginia representative to an unexpired term on the Social Development Commission. Dr. Stern and Ms. Butler's terms will expire on August 31, 1991 and Ms. Gray's term will expire on August 31, 1989. On motion by Mrs. Gleason, Mr. Harvey Sorum was unanimously appointed to fill an unexpired term on the Building Code Board of Appeals. This term will expire on December 15, 1990o PRESENTATION: COMMUNITY ACTION COUNCIL - "PARENT PLEDGE" Ms. Diane Gilliam, representing the Community Action Council, an organization which attempts to provide alternative activities for teenagers and curb alcohol and drug use, requested Council's endorsement of the "Parent Pledge." The Pledge is circulated to the parents of middle and high school students and states "I pledge that all gatherings in my home for school age children will be chaperoned and will be free of alcohol and other drugs." Parents are requested to sign the Pledge and the names of those signing will be published in a school publication and kept on file at the schools. Ms. Gilliam recognized Ms. Ruth Parson, coordinator of the Community Action Council and the person responsible for organizing the "All Night Long," after-prom dances. On motion by Mr. Barnes, seconded by Mrs. Gleason, Council unanimously voted to endorse the Community Action Council's "Parent Pledge." PRESENTATION: UNIVERSITY OF VIRGINIA STUDENT COUNCIL "SHARING CHARLOTTESVILLE WEEK" Ms. Cindy Wilbricht, Sharing Charlottesville Coordinator, stated that events of April 4 - 9th are intended to strengthen the interaction and communication between the University of Virginia and the community. On motion by Dr. Hall, seconded by Mr. Towe, Council unanimously adopted the resolution endorsing "Sharing Charlottesville Week." STAFF REPORT: APPROVING CDBG PLAN FOR FY 88-89
