98 <br /> <br /> Mr. Towe recommended refunding vending fees which have <br />.been paid for the current season should the ordinance be <br /> amended. <br /> <br /> Mr. Buck questioned whether it would be preferable to <br />develop more guidelines for vending stand designs rather than <br />having each approved by the boards of architectural review. <br /> <br /> The ordinance was deferred to the next meeting in order <br />to give DCI and Corner merchants an opportunity to review <br />the proposed ordinance. <br /> <br />ORDINANCE: AUTHORIZING SALE OF RIGHT-OF-WAY ON MERIDIAN STREET <br /> <br /> Mr. Hendrix stated that following a survey of property <br />on Meridian Street, it was found that a garage actually sits <br />on City'property and the owner has requested that the City <br />sell the property for its assessed value of $200. Mr. <br />Hendrix stated that an alternative means of dealing with the <br />situation would be for the City to consent to the <br />encroachment. <br /> <br /> Mr. Gouldman stated that the City Engineer has <br />recommended that the City grant an easement and not sell the <br />property as there is only a 50-foot right-of-way on Meridian <br />Street~ all of which may be needed should the street ever be <br />accepted into the street system in the future. <br /> <br /> Mr. Addington, owner of the property, stated that there <br />is no interest on the part of the neighbors to develop <br />Meridian Street. Mr. Addington stated that he is interested <br />in selling his property and the encroachment may hinder the <br />sale. <br /> <br /> Mr. Buck recommended that Council have the first reading <br />on the ordinance selling the property, with the understanding <br />that Councilors could visit the site prior to the second <br />reading and make a final decision on whether to sell the <br />property or grant an encroachment. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the <br />ordinance entitled "AN ORDINANCE TO AUTHORIZE THE SALE OF A <br />PORTION OF UNDEVELOPED MERIDIAN STREET, ADJACENT TO PARCEL <br />350 OF CITY REAL ESTATE TAX MAP 59, TO MR. NORMAN ADDINGTON <br />FOR $200.00, AND TO AUTHORIZE THE MAYOR'S SIGNATURE ON THE <br />DEED OF CONVEYANCE" was offered and carried over to the next <br />meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Hendrix stated that the workload at the Juvenile and <br />Domestic Relations Court has increased and the City and <br />Albemarle County Sheriffs' Departments have requested that <br />the City and County recommend to the State Compensation Board <br />that one position be added to the County Sheriff's Department <br />to deal with this increased workload, for which the City <br />would contribute one-sixth of the salary. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />resolution supporting the budget request of the Sheriff of <br />Albemarle County to the Compensation Board for funds for an <br />additional Deputy to be assigned to the Juvenile and Domestic <br />Relations District Court was unanimously approved by Council. <br /> <br /> WHEREAS, the Juvenile and Domestic Relations District <br />Courts for the County of Albemarle and the City of <br />Charlottesville are operated in one courthouse financed <br />jointly by the County and the City~ <br /> <br /> <br />
