Ayes: Mr. Barnes, Mro Buck, Mrs. Gleason, <br />Dr. Hall, Mr. Toweo Noes: None. <br /> <br />ORDINANCE: AUTHORIZING SALE OF RIGHT-OF-WAY ON MERIDIAN STREET <br />(2nd reading), or <br />RESOLUTION: GRANTING ENCROACHMENT ON MERIDIAN STREET <br /> <br /> Mr. Hendrix stated that both the Department of Public <br />Works and Department of Community Development had recommended <br />that the City grant an encroachment on Meridian rather than <br />sell the property. Mr. Hendrix stated that while the City <br />has no plans to open Meridian Street, the property in <br />question would provide the necessary right-of-way for that <br />purpose should it be opened in the future. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AUTHORIZE THE <br />SALE OF A PORTION OF UNDEVELOPED MERIDIAN STREET, ADJACENT TO <br />PARCEL 350 OF CITY REAL ESTATE TAX MAP 59, TO MR. NORMAN <br />ADDINGTON FOR $200.00, AND TO AUTHORIZE THE MAYOR'S SIGNATURE <br />ON THE DEED OF CONVEYANCE," which was offered at the April <br />4th meeting, was denied by the following vote. Ayes: None. <br />Noes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. <br />Towe. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />resolution granting an encroachment on Meridian Street was <br />unanimously approved by Council. <br /> <br />ORDINANCE: AMENDING VENDING ORDINANCE <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that the <br />revised ordinance regarding vendors omitted the review and <br />approval by the boards of architectural review. <br /> <br /> Mr. Tom Fitch, Executive Director of Downtown <br />Charlottesville, stated that he had received comments <br />concerning competition during the Christmas Market and some <br />concern with the appearance of long-term vendors. Mr. Fitch <br />reco~ended~that someone on City staff be in charge of the <br />vendors in case problems arise in the future. <br /> <br /> Mr. Hendrix stated that police officers would be <br />appropriate to respond to some of the problems that might <br />arise concerning vendors. <br /> <br /> Mr. Buck recommended that the Downtown Board of <br />Architectural Review be asked to develop criteria for the <br />appearance of vendors which could then be administered by the <br />Department of Community Development. Mr. Buck stated that if <br />vendors are deregulated, concerns about competition could not <br />be controlled by the City. <br /> <br /> Mr. Hendrix recommended that the ordinance be changed to <br />prohibit coin-operated machines, with the exception of <br />newspaper stands. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE TO AMEND ARTICLE V OF <br />CHAPTER 25 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />VIRGINIA, 1976, AS AMENDED, RELATING TO STREET AND SIDEWALK <br />VENDORS, BY REPEALING SECTIONS 25-46 THROUGH 25-61, AND <br />ADDING SECTIONS 25-45.1 THROUGH 25-45.7," with the <br /> <br /> <br />
