7 <br /> <br /> <br />Mr. Kirk Bowers, 106 George Rogers in the county, said he represents the Sierra <br />Club. He has worked in the stormwater field since 1984, and he read a statement from the Sierra <br />Club in support of the stormwater fee. He encouraged public education on stormwater and its <br />effects. <br /> <br />Ms. Daphne Spain, Professor of Urban Planning at the University of Virginia School <br />of Architecture, said she and several of her students support this important initiative. <br /> <br />Mr. Patrick Calvert, 1501 Greenleaf Ln., with the James River Association, said a <br />great deal of work has been done to the Meadowcreek stream, but stormwater has caused a lot of <br />damage. This is a fee that has been carefully and equitably designed to restore our rivers and <br />streams. He asked Council to capitalize on this opportunity. <br /> <br />Mr. Rey Barry, 1561 Dairy Rd., said taxation and fees are not different. He said we <br />need to examine the proposed method for setting the fee. His property does not contribute to the <br />City's stormwater, but he would be charged for it. <br /> <br />Mr. Peyton Williams, 108-B Oakhurst Cir., urged Council to approve the Water <br />Resources Protection Plan and the stormwater utility fee. Pollutants from runoff waters threaten <br />our ecosystem, and they must be addressed. <br /> <br />Ms. Dan Sweet, 1413 Forest Ridge Rd., said he supports the Water Resources <br />Protection Program and the stormwater utility fee. <br /> <br />Ms. Rebecca Quinn, 104 4th St., said she supports the stormwater utility fee. She said <br />she is relieved to hear that Council is considering contributing General Funds to the stormwater <br />fund. Reevaluate zoning and code requirements to reduce the requirements for vast areas of <br />unused impervious surfaces. She said she supports the Citizen's Oversight Committee. <br /> <br />Ms. Laurel Woodworth, , said she helped Albemarle County staff <br />inspect stormwater practices. This is an issue that is invisible to most people. She supports a <br />stormwater utility fee. Virginia has 18 other counties with dedicated stormwater funds. <br /> <br />Mr. John Pfaltz, 1503 Rugby Rd., said the City has not made our infrastructure a <br />priority. The $3.8 million surplus had nothing allocated to wastewater. He said the City <br />regularly takes over $3 million from our gas fees. He said he supports a fee, but it should be tied <br />to specific projects. <br /> <br />Mr. Trey Steigman, 102 South 1st St., said he is here representing the Blue Ridge <br />Apartment Council (BRAC). He said BRAC is the single largest stakeholder in the City that <br />would be impacted by the stormwater utility fee. He said no properties should be excluded from <br />the funding mechanism. New program costs should be funded by a bond mechanism and a utility <br />fee to keep the lowest possible rates for property owners. The General Fund should continue to <br />supplement costs.
