9 <br /> <br />Mr. John Heyden said go to charlottesville.org/gis to look up your address and view <br />your proposed fee. <br /> <br />Ms. Naomi Roberts, St. Clair Ave., asked how the City will handle stormwater runoff <br />from City streets onto private property. <br /> <br />Mr. Charles Weber, 601 Locust Ave., said he does not disagree with any of the <br />comments made this evening. He asked if we can use a measure to determine if we are in fact <br />reducing pollutants. <br /> <br />Mr. Angus Murdoch, Fluvanna County resident, said he is pleased with the progress <br />we have made. He urged the City and others who are partners in RWSA to keep funding local <br />monitoring initiatives so we can see if our efforts are working. <br /> <br />Mr. Charlie Armstrong, President of the Blue Ridge Homebuilder's Association, said <br />they support the stormwater utility fee. The 40% credit that is part of the proposed fee structure <br />for those who treat their own stormwater is inadequate. We should give people who fully treat <br />their own stormwater a healthy incentive to do so. He asked Council to increase the credit to <br />80%. <br /> <br />Mr. Jim Moore, Hazel St., said he does not feel there has been enough time for staff <br />to evaluate the work done by the committee and staff. He supports the concept, but this is only a <br />halfway solution. This should not be evaluated off-budget and should not be funded as if it has <br />its own set of priorities. <br /> <br />Mr. Scott Bandy said this is not headed in a good direction. <br /> <br />Having no further speakers, the public hearing was closed. <br /> <br />Ms. Szakos said she has always focused on the need for an offset for low income <br />households. However, she accepts that it cannot be written into the ordinance by law. She asked <br />that Council create a special fund or policy to help those in need pay this fee. She supports <br />adding the Advisory Committee, particularly to evaluate the need for a sunset provision. <br /> <br />Ms. Galvin said she strongly supports an advisory committee. We need to find a <br />mechanism for providing assistance for people who need support. She supports a blend that <br />includes the General Fund. She asked for staff to determine how much of the City street surface <br />is exempt. A dedicated fund allows us to be transparent. The PLACE Design Task Force has <br />been charged with writing a request for proposal to improve the coordination and documentation <br />for creating a green community. <br /> <br />Ms. Smith said there are issues of fairness, but having a dedicated revenue source is <br />important. She said these numbers have been calculated without a contribution from the gas <br />fund. We need to examine measuring this by fewer units when they are two or less, because this <br />would have a major impact on our lowest assessed households.
