He reviewed the work of the Human Rights Commission <br />and gave an overview of how the commission would function. The recommended allocation is <br />$180,000 for staffing and administrative costs. <br /> <br />Mr. Norris clarified that the p roposed ordinance does not provide for protection against <br />discrimination based on sexual orientation and asked why. Mr. Ellis said the state needs to <br />provide enabling legislation in order for the City to do so. Mr. Norris asked what would happen <br />if we ad ded it without the enabling legislation . Mr. Brown said it would likely be challenged the <br />first time it was enforced.
