4 <br /> <br /> <br /> <br /> <br /> <br />Ms. Galvin asked Mr. Jones why Mr. Pete O'Shea and Mr. Jim Rounsevell are no longer <br />part of the bridge design team. Mr. Jones sa id he will provide Council with some background. <br />She asked about Ms. Seville's comment on the di fference between the easing arrangements with <br />City Market locations. Mr. Jones when the task force looked at the IX pr operty, a five year lease <br />was requested. Staff determined that time frame would not be appropriate, given the <br />circumstances. Ms. Galvin also as ked for an update on the RAD Program. <br /> <br />Ms. Smith thanked speakers for sharing their th oughts about the City Market. She said she <br />loved Mr. Wimer's ideas about incentivizing voters , and if this is legal we should implement a <br />plan before registration closes ne xt time. Old Lynchburg Road is not safe to travel down for a <br />pedestrian, and she supported exploring solution s for access to the temporary Region 10 site. She <br />asked for more information about the existing voucher model and how it compares to the RAD <br />Program. <br /> <br />Mr. Norris said CRHA, PHAR and Council una nimously adopted a Resident's Bill of <br />Rights, which calls for a meaningful inclusion of residents to guide the process. As soon as we <br />received word that the RAD Program opportunity was available through HUD, there should have <br />been a conversation and meaningful participation with the resident s to guide a decision on this <br />matter. He agreed that Council should take a look at the RAD Program. He thanked Mr. Wimer <br />for his comments on the bridge. He thanke d Ms. Carpenter for bringing the Region 10 <br />transportation issues to Council's attention. <br /> <br />On motion by Mr. Norris, seconded by Ms. Sm ith, the following appointments were made <br />to the Human Rights Commission: Amy Sarah Marshall, Claudette Gohanna, Christopher <br />Broom, Aidyn Mills, Selena Cozart O’Shaughnessy, Sarah Lane Krishnaraj, Seth Wispelway, <br />Ann Smith, Dorenda Johnson, Sue Lewis, and Ster ling Akins. (Ayes: Mr. Norris, Ms. Smith, Ms. <br />Szakos, Ms. Galvin, Mr. Huja; Noes: None.) <br /> <br />Mr. Huja said this is an important commission, and he thanked the applicants. Ms. Szakos <br />said we had an amazing pool of applicants. <br /> CONSENT AGENDA <br /> <br />Ms. Smith confirmed the parking ticket waiver on the consent agenda does not apply to <br />violations in handicapped spots. Also, if someone deliberately a bused the privilege and parked <br />for an extended period of time, that individual may receive more than one ticket while parked, <br />and the waiver would only apply to the first ticket. Ms. Szakos re minded citizens that this does <br />not take effect immediately. <br /> <br />Ms. Smith said there were some issues brought up regarding undergrounding at <br />Meadowcreek. She asked for a brief update. Mr. Da ly said we have been in touch with other <br />utilities that have lines on the poles in Meadowcreek Gardens. Comcast has agreed to allow their <br />lines to be undergrounded, and the phone compa ny is no longer using the lines.
