The balance of the funds so transferred shall be used to increase the self insurance reserve in the Risk Management Fund, to cover future uninsured losses or losses in excess of applicable coverages. Expenditures shall be made from such fund to pay claims and related expenses, in accordance with the procedures set forth in Article XVIII of Chapter 2 of the City Code. 4. The City Council hereby expresses its intent to self -insure against claims for bodily injury and property damage liability, arising out of the operation of the City's motor vehicle fleet, excluding school buses. The City Manager is authorized to do all acts required by the Virginia Division of Motor Vehicles to institute such self-insurance. • 5. An emergency existing, the City Manager is authorized to contract without competitive sealed bidding or competitive negotation with GAB Business Services, Inc. for claims adjustment services in connection with motor vehicle liability claims arising on or after January 1, 1986, and to the extent such services are not otherwise provided, for claims adjustment services required under the insurance coverages listed in paragraph 2 of this resolution. 0 6. The City Manager and Acting Director of Finance are authorized to make transfers from the Water, Sewer and Gas Funds, the Social Services Fund, the Transit Fund, and other operating funds or departmental expenditure accounts to reimburse the General Fund for those funds' and departments' ratable portions of the insurance and self-insurance costs being funded by this appropriation.
