A RESOLUTION <br />APPROPRIATING FUNDS FOR <br />THIRD STREET SE, MALL EXTENSION WORK AND WATER STREET TWO-WAY <br />WHEREAS, this Council has previously approved the proposed construction work to make Water <br />Street two-way and to extend the Mail south along Third Street, SE with certain street, sidewalk and <br />related improvements; and <br />WHEREAS, at a public hearing held on March 21, 1994, with notices duly advertised in the Daily <br />Progress as required by §15.1-244 of the Code of Virginia, the Council heard comments from abutting <br />property owners along Third Street, SE regarding such improvements; and <br />WHEREAS, the Council has approved the proposed plans for making Water Street two-way and the <br />extension of the Mall south along Third Street, SE to Water Street substantially in accord with the <br />preliminary design suggestions made by the landscape and engineering firm of The Cox Company; as <br />recommended by the Urban Design Committee, the Board of Architectural Review and the Planning <br />Commission; and <br />WHEREAS, the Council, on April 4, 1994, adopted an ordinance creating a special assessment <br />district along Third Street, SE allowing for the abutting properties to be assessed up to $76,137.00 of <br />the cost of the Third Street project along their frontages (not to exceed 50% of the total cost of those <br />improvements); and <br />WHEREAS, bid(s) have been received by the City in accordance with State procurement <br />procedures and laws and a low bid has been accepted from R. E.
