12. <br />and retired on the first day of the month coinciding with or next following the date on <br />• <br />which his death occurs and had he elected to have his allowance paid under the full joint <br />and last survivor option provided for in section 2-219.13(b) of this code, with his widow <br />designated as contingent beneficiary, assuming in the case of a member who had not <br />become eligible for early service retirement at his date of death that the requirements of <br />section 2-219.4(c) of this code were such that he would have been eligible for early <br />service retirement and that the retirement allowance payable in such event would be <br />reduced by one-half of one percent for each complete month in the period between the <br />member's date of death and a date five years prior to his normal retirement date. <br />SECTION 2-219.15. Post retirement supplements. <br />(a) In addition to the monthly allowances payable under sections 2-219.5, <br />2-219.11, 2-219.13 and 2-219.14 of this code, post-retirement supplements shall be <br />payable in accordance with the provisions of this section to the recipients of such allow- <br />ances. Such supplements shall be subject to the same conditions of payment as are such <br />allowances. <br />(b) The amounts of the post-retirement supplements provided for hereunder shall <br />be determined as percentages of the allowances supplemented hereby. The city council <br />shall equate such percentage supplement for any fiscal year, as nearly as may be <br />practicable to the average percentage increase applied to the pay plan for current city <br />• employees, exclusive of merit increase, for the same fiscal year. <br />(c) Amounts of post-retirement supplements shall be determined initially as of <br />July 1, 1976, and subsequently as of any July 1 as of which the city council shall have <br />determined a further adjustment to be needed, provided an amount sufficient to pay the cost <br />of any necessary increase in the amount of/the post-retirement supplements being paid shall <br />have been appropriated. No change in the amount of any post-retirement supplement shall <br />be effected between determination dates except as necessary to reflect changes in the <br />amount of the allowance being supplemented, to the end that any post-retirement supple- <br />ment shall remain a constant percentage of the respective allowance being supplemented, <br />nor shall any new post-retirement supplement be commenced except as of a determination <br />date. The post-retirement supplement determined as of any determination date shall become <br />effective as of the payment date next following such determination date and shall be in lieu <br />of any post-retirement supplement previously payable, which shall thereupon be terminated. <br />(d) The city council shall make an annual review of the post-retirement supplements <br />being paid in accordance with this section and shall determine whether or not the following <br />July 1 shall be a determination date as of which the amounts of such supplements shall be <br />recomputed. <br />
