AN ORDINANCE TO AMEND THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1965, AS AMENDED, BY ADDING IN ARTICLE XV OF CHAPTER 2 THEREOF, <br />• NEW SECTIONS NUMBERED 2-192.1, 2-195.1, 2-196.1 AND 2-197.1; AND <br />BY AMENDING AND REORDAINING SECTIONS 2-193, 2-194 AND 2-198 <br />THEREOF; AND BY REPEALING SECTIONS 2-192, 2-195, 2-196, 2-197 AND <br />2-199 THEREOF; THE ADDED, AMENDED AND REPEALED SECTIONS <br />RELATING GENERALLY TO THE ORGANIZATION, POWERS AND DUTIES OF <br />THE RETIREMENT PLAN COMMISSION. <br />BE IT ORDAINED by the Council of the City of Charlottesville: <br />1. That the Code of the City of Charlottesville, 1965, as amended, be amended by <br />adding in Article XV of Chapter 2 thereof new sections numbered 2-192.1, 2-195.1, <br />2-196.1 and 2-197.1, and by amending and reordaining Sections 2-193, 2-194 and 2-198, <br />as follows: <br />Section 2-192.1. Commission created; membership; purpose. <br />_There shall be a commission known as the retirement plan commission, whose <br />duty it shall be to administer the supplemental retirement or pension plan of the city, in <br />accordance with the provisions of this article and of Article XVI of this chapter. <br />The commission shall be comprised of the mayor, the chairman of the finance <br />committee of the city council the city manager, the director of finance, the director of <br />. personnel and the city treasurer and three regular full-time employees of the city. <br />Such three employee at -large members shall be appointed by the city council from <br />a list of eligible candidates certified to the council by the city manager, as hereinafter <br />_provided They shall be appointed for terms of three years and shall not be eligible to <br />succeed themselves; provided that of the three members initially so appointed, one shall <br />be appointed for a one year term and one shall be appointed for a two year term; and <br />provided that those employees initially appointed for terms of less than three years and <br />those appointed to fill unexpired terms shall be eligible for reappointment to a full three <br />vear term. The terms of the ex offico members of the commission shall be concurrent <br />with their service in such offices. <br />Whenever a vacancy exists in any of the three employee at -large positions on <br />the commission the city manager shall certify such fact to the city council along with a <br />list of candidates which shall include the name of any otherwise eligible employee <br />whose name has been placed in nomination by petition signed by at least fifteen other <br />regular full time employees of the city. In the event that an insufficient number of <br />petitions are thus presented, the city manager shall nominate an additional employee <br />or employees to the end that such list shall include at least two nominees for every <br />vacancy to be filled by city council; provided that at least thirty days prior to certifying <br />such list to city council the city manager shall cause to be posted, in city hall and at <br />_Qther principle locations where employees work a notice reciting the fact that such <br />vacancy exists or will exist on the commission, the procedure hereinabove set forth for <br />• nominations and the date on which such list of nominees will be forwarded to city council. <br />
