The amounts assessed pursuant to Section 4 hereof shall be noted on the tax ticket for such property and charged to and collected by the City Treasurer in the manner prescribed by law. Such amounts shall be payable on or before December 5, 1976; provided that the owner of any such property may elect to pay one-fifth of the amount of such assess- ment on or before December 5, 1976, and one-fifth on or before December 5 in each of the next succeeding four years. In the event any installment of such assessment is not paid on or before December 5 the owner shall incur a penalty of five per centum of the amount of such delinquent installment. In the event any owner of such property elects such installment method of payment, or otherwise fails to pay the entire amount thereof on or before December 5, 1976, the Treasurer shall also charge and collect interest on the remaining unpaid balance thereof and any penalties, at the rate of six per centum per annum from such date until the entire amount has been •paid in full. SECTION 6. If any part, section, clause or phrase of this ordinance, or any individual assessment levied hereby, is declared to be unconstitu- tional or invalid for any reason, such decision shall not affect the validity of any other portion hereof. SECTION 7. This ordinance shall be effective immediately upon its adoption. I hereby certify that the foregoing is a true and accurate copy of an ordinance duly adopted by the Council of the City of Charlottesville at a regular meeting on September 7, 1976.
