suspended solids contained therein. Such application shall also contain <br />pertinent flow data, including rates and duration, a detailed description <br />of the operation, and any other relevant information requested by the <br />• director of Public Works. <br />(b) Such application and any additional data required, after approval <br />by the director, shall be reviewed and approved by the Board of Directors <br />of the Rivanna Water and Sewer Authority for compliance with the Rules and <br />Regulations of the Authority. For purposes of securing and analyzing <br />data which are pertinent for administration of this article the Rivanna <br />Water and Sewer Authority is hereby designated the agent of the city. <br />(c) Notwithstanding the provisions of X24-15 and 24-19, should the <br />waste or pollutants from such person's operation be found to be inadmissible <br />into the sanitary sewer system because of objectionable character as defined <br />by this article, because of concentration of elements or substances in <br />excess of the limits established by this article, or because of flow <br />characteristics incompatible with the best use of the receiving sewer, as <br />set forth in this article, neither the director of Public Works nor the <br />Rivanna Water and Sewer Authority will approve a discharge of such waste or <br />pollutants into the sanitary sewer system until such person has employed, <br />at his own expense, such methods and processes of pretreatment and <br />regulation of flow as will render the waste or pollutants admissable to the <br />sanitary sewer system in accordance with this article. <br />(d) The methods and procedures of any pretreatment of industrial <br />waste or pollutants to be employed shall be reviewed and approved under <br />the same procedure as stipulated for original application. <br />(e) The Department of Public Works will not specify, suggest, or <br />recommend specific equipment, structures, or arrangements comprising any <br />pretreatment processes, but will review any such plans on request of the <br />applicant. <br />(f) Approval of discharge of industrial waste or pollutants by any <br />person will be given only on the basis of proven performance of pretreat- <br />ment processes (if pretreatment should be required). <br />(g) Approval given to any person for the discharge of industrial <br />waste or pollutants, whether pretreated or not, into the sanitary sewer <br />system shall in no way relieve such person of the responsibility of full <br />compliance with this article, within the limits established by such permit. <br />SECTION 24-20. Procedures for applications. <br />(a) Any person now discharging industrial waste or pollutants into <br />the sanitary sewer system shall have 60 days from the effective date of <br />adoption of this ordinance to submit an application for a permit as provided <br />
