Pg. 11 <br />Authority acting as its agent, shall make a periodic determination of the <br />character and concentration of industrial waste or pollutants. <br />• (b) Location and design of sampling sites for a periodic determina- <br />tion of the character and concentration of industrial waste or pollutants <br />discharged into the sanitary sewer system shall be approved by the <br />director of Public Works and the Rivanna Water and Sewer Authority. <br />(c) Samples of industrial waste or pollutants discharged into the <br />sewer system shall be collected in such a manner as may be deemed <br />necessary by the director of Public Works and the Rivanna Water and Sewer <br />Authority, and analyzed for compliance with this article. The laboratory <br />methods used in the examination of said waste waters shall be those set <br />forth in the latest edition of "Standard Methods". <br />(d) Such determination of the character and concentration of the <br />industrial waste or pollutants discharged into the sanitary sewer system <br />shall be binding as a basis for surcharges on those persons discharging <br />industrial waste or pollutants into the system. <br />(e) Costs incident to sampling and analyzing of waste or pollutants <br />that are applicable to surcharges shall be included in the surcharges <br />made to all persons discharging industrial waste or pollutants into the <br />city's sanitary sewers. <br />• SECTION 24-24. Cost recovery for treatment of industrial wastes. <br />Surcharges for the higher cost of treating excessive strength waste <br />or pollutants and for the industrial share of the cost of capital improve- <br />ments to treatment facilities shall be rendered to any person discharging <br />industrial waste or pollutants having a biochemical oxygen demand in <br />excess of 240 parts per million and/or suspended solids in excess of 240 <br />parts per million. Such surcharges shall be imposed in addition to any <br />existing sewer service charges and any sewer charge imposed after the <br />adoption of this article. The aforesaid surcharges shall include: <br />(a) A charge covering the cost incurred by the Rivanna Water <br />and Sewer Authority in treating said waste or pollutants in <br />the sewage treatment plants <br />(b) A charge covering the "industrial share" of capital improve- <br />ments for waste water treatment incurred by the Rivanna Water <br />and Sewer Authority as defined by applicable federal regulations. <br />(c) A charge covering the costs incurred by the Authority <br />or its agent in sampling and analyzing said discharge of <br />waste or pollutants. <br />• Such surcharges shall be shown separately on the regular bill rendered <br />
