I <br />AN ORDINANCE TO AMEND AND <br />• REORDAIN THE ORDINANCE ADOPTED OCTOBER 7, 1977 <br />TO REDUCE WATER CONSUMPTION BY PROHIBITING <br />EXCESSIVE USE OF WATER AND BY <br />PROVIDING A PENALTY FOR VIOLATIONS. <br />BE IT ORDAINED by the Council of the City of Charlottesville that the following <br />ordinance adopted October 7, 1977 be amended and reordained. <br />Section I. For the purposes of this ordinance, unless the context clearly requires a <br />contrary meaning, the term water shall mean potable water withdrawn from a public water <br />distribution system. <br />Section 2. It shall be unlawful for any person to use water for any of the following <br />purposes: <br />(a) The washing of automobiles, trucks, trailers or any other types of <br />mobile equipment except in commercial vehicle wash facilities eperet-ing <br />v�itkt zrw=ater• fe eye�itrg- system �ppro+red-�p-t�e i#y-w4tkt a-prod-rteitt�p <br />di�plsigrr�a-publieiewso-sEating using pressurized water systems; <br />provided that such facilities shall be limited in water consumption for <br />any month to seventy percent of their consumption in the corresponding <br />month of the previous year. <br />• (b) The washing of streets, driveways, parking lots, service station <br />aprons, office buildings, exteriors of homes or apartments or other <br />outdoor surfaces. <br />(c) Watering of outside shrubbery, trees, lawns, grass, plants or <br />any other vegetation, except from a watering can or other container <br />not exceeding three gallon capacity. This limitation shall not apply <br />to greenhouse or nursery stocks which may be watered in the minimum <br />amount required to preserve plant life before 5:00 a.m. or after <br />6:00 p.m. <br />(d) The operation of any ornamental fountain or other structure making <br />a similar use of water. <br />(e) The filling of swimming or wading pools requiring more than five <br />gallons of water, or the refilling of swimming or wading pools which <br />were drained after the effective date of the order, except that pools <br />may be filled to a level two feet below normal, or water may be <br />added to bring the level to two feet below normal, or as necessary to <br />protect the structure from hydrostatic damage, as to pools constructed <br />or contracted for on or before October 7, 1977. <br />Is (f) The service of drinking water in restaurants except upon request. <br />(g) The use of water from fire hydrants for any purpose other than fire <br />suppression unless otherwise specifically provided by the city manager. <br />
