The permit shall be issued on <br />an annual calendar year basis. The permit shall be valid only in the <br />city and an application may be filed only where the organization has <br />met on a regular basis for at least two years preceding the applica- <br />tion for the permit; provided, however, that should a volunteer fire <br />department, rescue squad or organization relocate its meeting place <br />on a permanent basis from one jurisdiction to another, a permit may be <br />issued, provided the organization has met on a regular basis for at <br />least two years in the Commonwealth preceding the application for the <br />permit and provided such volunteer fire department, rescue squad or <br />organization was the holder of a valid permit at the time of such <br />• relocation. The issuance of the permit shall permit the organization <br />to conduct bingo games not more than three days in any week, except <br />that a special permit may be granted permitting more frequent opera- <br />tions during carnivals, fairs and other similar events at its <br />principal meeting place or any other site or sites selected by said <br />volunteer fire department, rescue squad or organization not in <br />violation of the city zoning ordinance. Such volunteer fire depart- <br />ment, rescue squad or organization may place or permit to be placed <br />within the premises where such bingo game is to be conducted, but <br />not within view of the exterior of such premises, a sign or signs <br />advertising such bingo game; provided further, that no sign or signs <br />advertising any bingo game shall be placed within one hundred yards <br />of the exterior of such premises. Records of all receipts and <br />disbursements shall be kept and shall be filed annually, no later <br />than January thirty-one, under oath, with the clerk of the council, <br />who shall audit such records and report promptly to the governing <br />body. Such records shall be a matter of public record. Failure to <br />file reports of such records when due shall cause the automatic revoca- <br />tion of permit. A volunteer fire department, rescue squad, or other <br />organization authorized to conduct bingo games and raffles hereunder <br />shall not derive more than thirty-three and one-third per centum of <br />its gross receipts from such activity by the playing of "instant <br />bingo" or "bingo in any rotation." Proceeds derived from the opera- <br />tion of bingo games as herein provided shall be for eleemosynary or <br />charitable purposes or activities of the organizations as specified <br />within this section. whether such bingo games be conducted for the <br />
