The provisions of this article may be amended by City Council, after receiving the recommendation of the planning commission, pursuant to the procedures established generally for zoning ordinance amendments by section 31-270 and applicable state law. Any such amendment which involves the alteration of the boundaries established by section 31-117 shall be based upon studies by the U. S. Army Corps of Engineers or other reliable engineering data documenting the need for such change. Before any such proposed boundary change is acted upon by City Council. the director of plannina shall submit such change to the Federal Insurance Administration for rev Section 31-125. Appeals. Any applicant for site plan approval as required in this ekagter article may appeal the planning commission's decision on the site plan to the city council. • In considering such appeal, the council shall evaluate the proposed site plan on the basis of the special criteria for evaluation of variances in the FP District set forth in Section 31-125.1. Section 31-125.1. Special criteria for variances in FP District. (a) Whenever an application for a variance made to the Board of Zonin Appeals pursuant to Section 31-234 involves property within the FP District or the application of the provisions of this article, the Board shall, in addition to applying the general standards set forth in Section 31-234, evaluate the proposed variance by the following criteria: (1) The potential danger to life and property due to increased flood heights or velocities which would be caused by encroachments.
