Amendments to article. <br />The provisions of this article may be amended by City Council, after <br />receiving the recommendation of the planning commission, pursuant to the <br />procedures established generally for zoning ordinance amendments by section <br />31-270 and applicable state law. <br />Any such amendment which involves the alteration of the boundaries <br />established by section 31-117 shall be based upon studies by the U. S. Army <br />Corps of Engineers or other reliable engineering data documenting the need <br />for such change. Before any such proposed boundary change is acted upon <br />by City Council. the director of plannina shall submit such change to the <br />Federal Insurance Administration for rev <br />Section 31-125. Appeals. <br />Any applicant for site plan approval as required in this ekagter <br />article may appeal the planning commission's decision on the site plan to <br />the city council. <br />• In considering such appeal, the council shall evaluate the proposed <br />site plan on the basis of the special criteria for evaluation of variances <br />in the FP District set forth in Section 31-125.1. <br />Section 31-125.1. Special criteria for variances in FP District. <br />(a) Whenever an application for a variance made to the Board of Zonin <br />Appeals pursuant to Section 31-234 involves property within the FP District <br />or the application of the provisions of this article, the Board shall, in <br />addition to applying the general standards set forth in Section 31-234, <br />evaluate the proposed variance by the following criteria: <br />(1) The potential danger to life and property due to increased flood <br />heights or velocities which would be caused by encroachments.
