2. • (b) State certifying authority. The state office of housing, in conjunction with the inspections division of the city department of public works. Section 10-72. Administration of exemptions. The exemptions provided by this article shall be administered by the superintendent of the inspections division of the city department of public works, the city assessor, and the city treasurer, as hereinafter set forth. Such officials are hereby authorized and directed to adopt and enforce such reasonable rules and regula- tions, not in conflict with the provisions of this article, as may be reasonably necessary to determine the value of qualifying solar energy equipment, facilities or devices, including without limitation, requiring the production of documents and the furnishing of answers under oath. Section 10-73. Requirements for exemption. The exemption provided by this article shall be granted to applicants meeting the following requirements: • (a) The title to the property for which exemption is claimed is held, or partially held, by the person or persons claiming the exemption. (b) The inspections division of the city department of public works has determined, after such solar energy equipment, facilities or devices have been installed and upon inspection thereof, that the subject property performs at least one of the functions set forth in paragraph (a) of X10-71, and that it has been installed in conformity with the Virginia Uniform Statewide Building Code and otherwise conforms to the requirements set forth by the state certifying authority. (c) The state certifying authority has certified to the city assessor that the applicant has met all requirements to qualify such equipment, facilities or devices for exemption from taxation. Section 10-74. Application. (a) The person or persons claiming an exemption must file an application with the inspections division of the department of public works, on forms provided by the state certifying authority.
