2. <br />• (b) State certifying authority. The state office of housing, <br />in conjunction with the inspections division of the city department <br />of public works. <br />Section 10-72. Administration of exemptions. <br />The exemptions provided by this article shall be administered <br />by the superintendent of the inspections division of the city <br />department of public works, the city assessor, and the city treasurer, <br />as hereinafter set forth. Such officials are hereby authorized <br />and directed to adopt and enforce such reasonable rules and regula- <br />tions, not in conflict with the provisions of this article, as may <br />be reasonably necessary to determine the value of qualifying solar <br />energy equipment, facilities or devices, including without limitation, <br />requiring the production of documents and the furnishing of answers <br />under oath. <br />Section 10-73. Requirements for exemption. <br />The exemption provided by this article shall be granted to <br />applicants meeting the following requirements: <br />• (a) The title to the property for which exemption is claimed <br />is held, or partially held, by the person or persons claiming the <br />exemption. <br />(b) The inspections division of the city department of public <br />works has determined, after such solar energy equipment, facilities <br />or devices have been installed and upon inspection thereof, that <br />the subject property performs at least one of the functions set forth <br />in paragraph (a) of X10-71, and that it has been installed in <br />conformity with the Virginia Uniform Statewide Building Code and <br />otherwise conforms to the requirements set forth by the state <br />certifying authority. <br />(c) The state certifying authority has certified to the city <br />assessor that the applicant has met all requirements to qualify <br />such equipment, facilities or devices for exemption from taxation. <br />Section 10-74. Application. <br />(a) The person or persons claiming an exemption must file an <br />application with the inspections division of the department of <br />public works, on forms provided by the state certifying authority. <br />
