AN ORDINANCE <br />TO AMEND AND REORDAIN ARTICLE II OF CHAPTER 10 <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976 <br />(AS AMENDED) TO ADD A NEW SECTION NUMBERED 10-9.1 <br />TO PROVIDE FOR THE ABATEMENT OF REAL PROPERTY ASSESSMENTS <br />ON BUILDNGS WHICH ARE DAMAGED BY FORTUITOUS HAPPENINGS <br />BEYOND THE CONTROL OF OWNERS, <br />AND TO MAKE CERTAIN HOUSEKEEPING AM$NDMENTS. <br />BE IT ORDAINED by the Council of the City of Charlottesville, <br />Virginia: <br />1. Article II of Chapter 10 of the Code of the City of <br />Charlottesville, 1976 (as amended) shall be amended and <br />reordained as follows: <br />ARTICLE II. REAL ESTATE ASSESSMENT. <br />Sec. 10-7. Assessor of real estate - Office created; <br />appointment; salary, term of office; qualifications. <br />For the purpose of assessing real estate for annual taxation, <br />the office of assessor of real estate is hereby created. The <br />assessor of real estate shall be appointed for a two year term, <br />ending August 31 of every even -numbered year. He or she shall <br />• be chosen on the basis of his or her knowledge of and experience <br />in real estate appraisal practices and procedures and his or her <br />administrative ability. <br />Sec. 10-8. Same - Employees;-annual-budget;-gnrehases. <br />The assessor of real estate may employ a deputy assessor; <br />and such other clerical and other assistants as he or she deems <br />necessary. Any persons so employed shall be under the general <br />supervision of the assessor of real estate. <br />Sec. 10-9. Same - Powers and duties. <br />The assessor of real estate shall have -the management <br />and control of the assessment of real estate for taxation in <br />accordance with the applicable state laws. He or she shall <br />annually appraise for taxation, at its fair market value, all <br />real estate in the city not exempted from taxation by the <br />Constitution of Virginia and not assessable for taxation by the <br />state corporation commission, which shall include all land, <br />buildings, structures and improvements thereon and all rights <br />thereto and interests therein. He or she shall further perform <br />all other duties required by law to be performed by the <br />• commissioner of revenue in respect to real estate assessments. <br />
