AN ORDINANCE TO AMEND AND REORDAIN ARTICLE II OF CHAPTER 10 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976 (AS AMENDED) TO ADD A NEW SECTION NUMBERED 10-9.1 TO PROVIDE FOR THE ABATEMENT OF REAL PROPERTY ASSESSMENTS ON BUILDNGS WHICH ARE DAMAGED BY FORTUITOUS HAPPENINGS BEYOND THE CONTROL OF OWNERS, AND TO MAKE CERTAIN HOUSEKEEPING AM$NDMENTS. BE IT ORDAINED by the Council of the City of Charlottesville, Virginia: 1. Article II of Chapter 10 of the Code of the City of Charlottesville, 1976 (as amended) shall be amended and reordained as follows: ARTICLE II. REAL ESTATE ASSESSMENT. Sec. 10-7. Assessor of real estate - Office created; appointment; salary, term of office; qualifications. For the purpose of assessing real estate for annual taxation, the office of assessor of real estate is hereby created. The assessor of real estate shall be appointed for a two year term, ending August 31 of every even -numbered year. He or she shall • be chosen on the basis of his or her knowledge of and experience in real estate appraisal practices and procedures and his or her administrative ability. Sec. 10-8. Same - Employees;-annual-budget;-gnrehases. The assessor of real estate may employ a deputy assessor; and such other clerical and other assistants as he or she deems necessary. Any persons so employed shall be under the general supervision of the assessor of real estate. Sec. 10-9. Same - Powers and duties. The assessor of real estate shall have -the management and control of the assessment of real estate for taxation in accordance with the applicable state laws. He or she shall annually appraise for taxation, at its fair market value, all real estate in the city not exempted from taxation by the Constitution of Virginia and not assessable for taxation by the state corporation commission, which shall include all land, buildings, structures and improvements thereon and all rights thereto and interests therein. He or she shall further perform all other duties required by law to be performed by the • commissioner of revenue in respect to real estate assessments.
