• 2. Fees are charges only for the purpose of offsetting costs <br />of administration and enforcement. Except as otherwise noted, <br />permits are non -transferable. <br />3. Fees for permits applied for and acquired after November <br />1 will be one-half of the above rates. <br />4. A person who sells or otherwise disposes of a vehicle <br />during the permit year, or who moves from the area, may at his <br />option: <br />(a) surrender his vehicle permit and apply for a new permit <br />for his newly -acquired vehicle. The fee is $.50. <br />(b) surrender his permit or permits for a partial refund. <br />The refund shall be one-half the original price if surrendered <br />before November 1, one-third between November 1 and February 1, or <br />no refund after February 1. <br />IV. Affected Area Hours <br />A. The City Council shall designate permit parking zones <br />where permit parking may be implemented as a method to control <br />parking. There may be as many different permit zones as council <br />deems necessary, and any permit is valid only for the specific <br />• zone for which issued. <br />B. Within each zone, the City Traffic Engineer shall <br />recommend the specific residential blocks or portions thereof <br />which will be designated as a restricted parking blocks for <br />approval by the City Manager and then consideration by City <br />Council. <br />C. Permit parking restrictions, where and when established, <br />shall be applicable only to residential frontage, but not to <br />frontage allocable to commercial, public, or special uses, and <br />parking adjacent to such uses shall be unrestricted unless <br />otherwise restricted by the traffic regulations or by authority of <br />the City Traffic Engineer. <br />D. A valid permit shall be displayed on each vehicle parked <br />within the areas described in (B) and (C) above, between the hours <br />of 6 a.m. to 5 p.m., Monday through Friday, except holidays; <br />except that the operator of a commercial vehicle may so park while <br />actually engaged in business at a residential address within or <br />reasonably near to a designated restricted parking block. For the <br />purposes of these regulations a "commercial vehicle" shall be any <br />vehicle used in a business and clearly identified with the name of <br />the business permanently affixed to the vehicle. The burden of <br />proof shall be on the operator of such commercial vehicle to show <br />that he was actually engaged in business at a residential address <br />• within or reasonably near to a designated permit parking area. <br />i] <br />
