• ARTICLE II. CITY PURCHASING AGENT. <br />ARTICLE III. COOPERATIVE PROCUREMENT. <br />ARTICLE IV. CONTRACT FORMATION AND METHODS OF SOURCE SELECTION. <br />Sec. 21.1-12. Competitive sealed bidding -- Conditions for <br />use... <br />Sec. 21.1-13. Same -- On state -aid projects. <br />No contract for the construction of any building or for an <br />addition to or an improvement of an existing building by the city <br />for which state funds of $10.000 one hundr-ed €heasand dellare or <br />more, either by appropriation, grant-in-aid or loan, are used for <br />all or part of the cost of construction shall be let except after <br />competitive bidding or after competitive negotiation as provided <br />in section 21.1-32 below. The procedure for advertising for bids <br />or for proposals and fpr letting of the contract shall be <br />consistent with this chapter. No person or firm that has been <br />engaged as architect or engineer for a project under a separate <br />• contract shall be eligible to bid on. submit a proposal for. or <br />be awarded a contract for that project. <br />Sec. 21.1-14. Public inspection of procurement records. <br />(a) Except as provided herein, all proceedings, records, <br />contracts and other public records relating to procurement <br />transactions shall be open to the inspection of any citizen, or <br />any interested person, firm or corporation, in accordance with <br />the Virginia Freedom of Information Act. <br />(b) Cost estimates relating to a proposed procurement <br />transaction prepared by or for the city shall not be open to <br />public inspection. <br />(c) Any competitive sealed bidding bidder,eF effepeFT upon <br />request, shall be afforded the opportunity to inspect bid and <br />ppepesal records within a reasonable time after the opening of <br />all bids but prior to award, except in the event that the city <br />decides not to accept any of the bids and to reopen the contract, <br />postpone the contract or not contract at all. Otherwise, bid and <br />pFepeeal records shall be open to public inspection only after <br />award of the contract. <br />4 <br />
