• (c) If the purchasing agent denies the withdrawal of a bid <br />under the provisions of this section, he or she shall notify the <br />bidder in writing stating the reasons for the decision and <br />awarding the contract to such bidder at the bid price. provided <br />such bidder is a responsible and responsive bidder. <br />(d)... <br />(e)... <br />(f)... <br />Sec. 21.1-20.
