Sec. 21.1-44. Effect of appeal on contract... <br />Sec. 21.1-45. Stay of award during protest. <br />An award need not be delayed for the period allowed a bidder <br />or offeror to protest but. in the event of a timely protest. no <br />further action shall be taken to award the contract unless, i-€; <br />in the written opinion of the city manager, proceeding without <br />delay is necessary to protect the public interest, or if the bid <br />or offer would expire during the period of delay. <br />ARTICLE VIII. ASSISTANCE TO SMALL AND <br />Sec. 21.1-46. Establishment of programs to expand <br />participation. <br />• The purchasing agent Zhal], may establish programs consistent <br />with all provisions of this chapter to facilitate the partici- <br />pation of small businesses and businesses owned by women and <br />minorities in procurement transactions. Purpose. <br />The provisions of this article supplement, but do not super- <br />sede, other provisions of law including, but not limited to, the <br />State and Local Government VirgInia Conflict of Interests Act <br />(section 2.1-639.1 Z-1-348 et seq of the Code of Virginia), the <br />Virginia Governmental Frauds Act (section 18.2-498.1 et seq. of <br />the Code of Virginia), and articles 2 and 3 of chapter 10 of <br />title 18.2 of the Code of Virginia, as amended. The provisions <br />of this article apply notwithstanding the fact that the conduct <br />described may not constitute a violation of the State and Local <br />Government Virginia Conflict of Interests Act. <br />10 <br />
