In computing gas customer billings, the basic rate charges established under sections 12-3, 12-4, 12-6 and 12-6.1 of this code shall be adjusted to reflect increases and decreases in the cost of gas supplied to the city. Such increases or decreases shall be computed as follows: (a) Base unit costs.
