• AN ORDINANCE <br />TO AMEND AND REORDAIN SECTIONS 2-135 AND 2-137 OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, <br />RELATING TO REPRESENTATION OF TARGET NEIGHBORHOODS <br />ON THE CDBG TASK FORCE AND THE ANNUAL PLANNING PROCESS. <br />BE IT ORDAINED by the Council of the City of Charlottesville, <br />Virginia, that Sections 2-135 and 2-137 of Article XX of Chapter 2 <br />of the Code of the City of Charlottesville, 1976, as amended, are <br />hereby amended and reordained as follows: <br />Sec. 2-135. Community development block grant task force. <br />(a) The community development block grant task force is hereby <br />established to advise the city council on the city's physical <br />community development needs, proposed projects to meet such needs <br />and suggested allocations of CDBG funds for such projects, and to <br />conduct periodic evaluations of the physical aspects of CDBG <br />programs. Such advice and evaluations shall be forwarded in <br />accordance with the procedures set forth in this article. The CDBG <br />task force shall also review and comment on recommendations for <br />human services programs as provided in section 2-137(8) of this <br />Code. <br />• (b) The task force shall be composed of twelve members <br />appointed by the city council. The members shall include: <br />(1) Six persons of low or moderate income, including elderly <br />and handicapped persons, or representatives of any of them, from <br />the six City Council designated target neighborhoods; <br />(2) One member of the city planning commission; <br />(3) One member of the social development commission; <br />(4) One member of the city school board; <br />(5) One representative of the Charlottesville Federation of <br />Neighborhood Associations; and <br />(6) Two additional citizens. <br />The six persons of low or moderate income shall be appointed <br />for three year terms. The neighborhood association representative <br />and the additional citizens shall be appointed for two year terms. <br />The ex officio members shall be appointed for terms concurrent with <br />their terms on the bodies they represent. Appointments to fill <br />vacancies shall be for the unexpired terms. No members may serve <br />more than two complete terms, which may be preceded by completion <br />• of another's unexpired term. <br />
