• AN ORDINANCE <br />ADDING A NEW ARTICLE TO CHAPTER 30 OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, <br />ESTABLISHING ENHANCED EMERGENCY TELEPHONE SERVICE (E-911) <br />AND IMPOSING A SPECIAL TAX ON CONSUMERS OF TELEPHONE SERVICE. <br />WHEREAS, it is in the best interest of the citizens of the <br />City of Charlottesville to receive efficient, prompt and <br />professional emergency police, fire and emergency medical services <br />twenty-four hours a day; and <br />WHEREAS, the delivery of these services starts with the <br />telephone communications between the caller and the dispatcher; and <br />WHEREAS, these communications between the caller and <br />dispatcher are often the weakest link in the delivery of services <br />due to panic or incapacity of the caller; and <br />WHEREAS, 911 is the universally accepted telephone number in <br />the event of an emergency; and <br />WHEREAS, an Enhanced 911 telephone system (E-911) has <br />tremendous benefits in that it provides for a permanent contact <br />between the caller and dispatcher in an emergency situation; and <br />• WHEREAS, an Enhanced 911 system provides a visual display as <br />to the location of the caller, thereby providing important <br />information as to the location of the emergency; and <br />WHEREAS, studies have shown that an Enhanced 911 system can <br />reduce the amount of time it takes to receive information and <br />dispatch the appropriate services, thereby achieving a reduction in <br />the overall response time of emergency services; and <br />WHEREAS, for the reasons listed above, the City of <br />Charlottesville intends to and will install an Enhanced 911 <br />emergency telephone system in the City, and the telephone company <br />has central office equipment which will permit such system to be <br />established; now, therefore <br />BE IT ORDAINED by the Council of the City of Charlottesville, <br />Virginia that: <br />1. A new article is hereby added to Chapter 30 of the Code of <br />the City of Charlottesville, 1990, as amended, to be numbered <br />Article XV, which shall read as follows: <br />ARTICLE XV. ENHANCED EMERGENCY TELEPHONE SERVICE TAX - E-911 <br />• Sec. 30-400. <br />
