rejection. A similar notice may be given to the property owner of • the property in front of which such uncollected refuse or material was placed. The latter notice may be verbal or written and shall be provided as soon as is feasible after the rejection; or • • (2) The City may collect the refuse or material notwithstanding the fact that its placement or packaging does not comply with the provisions of this Article. In such cases, the City shall assess a special service charge against the owner of the property in front of which such waste material was placed or against the tenant of such owner. These assessments shall be billed to the owner or tenant as the authorized by this section with which the owner of any such property shall have been assessed and which remains unpaid shall constitute a lien against such property. Section 26-69. Landlord and Tenant Responsibility. Owners of property in the City whose property is eligible for service under this curbside collection program and their tenants must comply with provisions of this Article. Section 26-70. Collection by Private Refuse Haulers (1) Private refuse haulers operating in the City must require their customers to use containers which are approved by the City to make certain such containers are clearly distinguishable by color.
