A certificate of publication provided by the newspaper shall be <br />sufficient evidence of the required publication. <br />(5 )Where the final notice is sent by certified mail, or notice of publication is utilized, no action <br />shall be taken by the city to remove any building or structure for at least thirty (30) days <br />following the later of the return of a certified mailing receipt or newspaper publication. <br />Section 5-184. Assessment of costs. <br />If the city undertakes corrective action to abate a drug blight the costs and expenses thereof shall be billed <br />to and paid by the owner of the property. The Director shall prepare an affidavit certifying the costs and <br />expenses incurred by the city. Every charge authorized by this section which remains unpaid for thirty <br />(30) days shall constitute a lien against such property and enforceable in the same manner as provided by <br />section 5-4 of this chapter. <br />Section 5-185. Corrective action by owner. <br />If a property owner takes timely and effective corrective action pursuant to this division to abate the drug <br />blight, the city shall close the proceeding without any charge or costs to the owner and shall promptly <br />provide written notice to the owner that the proceeding has been terminated satisfactorily. The closing of <br />a oroceedina shall not bar the city from initiative a subsequent uroceedinp if the drop blight recurs. <br />Sections 5-186 through 5-190. Reserved. <br />Division 5. Spot Blight Abatement. <br />See. 5-191. Purpose. <br />The purpose of this division is to set forth the powers of the city and procedures for the acquisition or <br />repair of blighted property, as defined herein, which are located within the city. <br />Sec. 5-192.
