(4) Technical, engineering, and other pertinent factors which led to the selection of the particular <br />design and proposed height of the facility. <br />• (5) An inventory of the applicant's existing PWSFs or other communications facilities located <br />within the city or within one mile of the city's boundaries, including specific information about the <br />location, height and design of each facility. <br />(6) A detailed description of the gap in service (described in technical terms and geographic area) <br />that a proposed PWSF is designed to serve, together with documentation that the proposed <br />PWSF is the least intrusive alternative available (e.g., that the applicant has considered less <br />sensitive sites, alternative system designs, alternative tower designs, etc.). <br />(7) Any other information requested by the city to enable it to fully evaluate and review the <br />application and the potential impact of the proposed facility. <br />(f) The criteria to be applied by the city in reviewing an application for a special use permit are as follows: <br />(1) whether the proposed facility has been designed and configured in a way that minimizes the <br />adverse visual impact of support structures, antenna arrays and other associated structures and <br />equipment on adjacent properties, particularly any adjacent residentially -zoned properties or any <br />conservation or historic districts or protected properties, or any entrance corridors; <br />(2) whether the proposed facility has been designed and configured to promote compatibility with <br />surrounding land uses and to protect the health, safety, general welfare and property values of the <br />community; <br />(3) whether the proposed facility has been designed and configured so that it will not have undue <br />adverse impact on traffic or parking congestion in the surrounding neighborhood or the <br />• community; <br />(4) whether the applicant has made all reasonable efforts to identify and locate opportunities for <br />shared use (co -location) of existing support structures and antenna sites within an appropriate <br />radius from the proposed site, as an alternative to the proposed use; <br />(5) whether the proposed facility will meet all applicable federal, state and local laws and <br />regulations, including building, fire and safety regulations, and <br />(6) whether the proposed facility meets the applicable standards set forth within this article. <br />(g) The planning commission shall review and make recommendations to city council concerning approval <br />or disapproval of the application for a special use permit for a PWSF or other communications facility, <br />based upon the review of the site plan for the proposed facility and upon the criteria set forth in this article <br />and chapter. <br />(1) The planning commission may concurrently approve a site plan subject to city council's <br />approval of a special use permit, and subject to the necessary amendments to the site plan as a <br />result of the city council action; or, alternatively, <br />(2) The planning commission may choose to consider the site plan after the approval of the <br />special use permit by the city council. <br />(h) The procedure for filing and consideration of an application for a special use permit for a <br />communications facility is the same as that required for a rezoning petition pursuant to article XXV of this <br />. chapter, except that each application for a special use permit under this article shall, in addition, contain a <br />site plan and other supporting data sufficient to demonstrate compliance with the purposes and standards <br />Page 12 of 13 <br />
