Each required notice shall <br />be either hand -delivered or mailed, first-class, postage pre -paid, no fewer than ten (10) calendar days prior <br />to the date set for Council consideration. The Traffic Engineer shall make affidavit that the required <br />notices have each been delivered or mailed in accordance with this section, and such affidavit shall be <br />maintained on file in the Department of Neighborhood Development Services, together with the on -street <br />parking survey for the proposed restricted area beck and other relevant papers. The notice shall provide <br />residents of the affected households with information concerning the nature of the proposal, shall identify <br />the date on which council will consider the proposed restricted parking area beck, and shall invite <br />comments and attendance by concerned residents of the proposed restricted parking area fleck. The <br />notices required by this section are intended for informational purposes only; failure of the traffic <br />engineer to give the above described written notice or make affidavit thereof or to file the same shall not <br />invalidate a restricted parking area fleck established by Council. <br />(d) In considering wh-ther to o. wbl, rh w i4e. a proposed restricted parking area block, Council shall <br />consider all information it deems relevant to the proposal, including, without limitation, and any <br />recommendations provided by the traffic engineer, the Director of Neighborhood Development Services, <br />the City Manager, or other individuals. Council shall also consider the following: <br />(1)the purposes and intent of this division; <br />(2)the alternate means of transportation, if any, to and from the restricted parking area <br />block being established, <br />• (3)the impact, if any, that establishment of a restricted parking area black may have on <br />nearby neighborhoods or blocks that do not have permit parking, and <br />
