• <br />conducted, to determine whether parking restrictions should be discontinued with respect to one or more <br />blocks within a restricted parking area bleak: (i) upon the recommendation of the city's traffic engineer, <br />with the concurrence of the City Manager, (ii) upon receipt of a petition, on a form supplied by the city, <br />which petition is signed by at IvQgt one momb at least fifty percent (50%) of the affected households <br />or businesses situated along a-rvrtristed parking block(s) in question. Any such petition shall include the <br />per addregs information specified within city code section 15-203(a)(1). <br />(b) Once initiated by the Director of Neighborhood Development Services pursuant to this section, the on - <br />street parking survey shall consist of counts taken and information gathered on at least three separate <br />days, during restricted parking hours. The survey shall seek to determine whether, on each day of the <br />survey: (i) 50% or more of the total number of on -street parking spaces along the <br />block(s) in question are unoccupied; and (ii) whether the use of property adjacent thereto the cestristed <br />ga,xking-hleek remains primarily (50% or more) residential. The results of such parking survey shall be <br />transmitted to the traffic engineer for review. <br />(1)Prior to commencing any on -street parking survey, the traffic engineer shall determine <br />the total number of on -street parking spaces for the blocker in question. The traffic <br />engineer shall determine the total number of on -street parking spaces by dividing the total <br />length (linear footage) of the block by twenty-two (22) feet. The resulting number <br />determined by the traffic engineer shall be the number utilized in conducting the on -street <br />parking survey for thRt hJt hJQQk. <br />(2) Upon request, the owner or resident(s) of an affected household within a restricted <br />parking area (or, in the case of a multi -family dwelling, the owner or resident <br />shall provide the city traffic engineer v <br />h vehicle owned by a resident of such <br />such household ioined in a netitic <br />room, <br />(3)Upon receipt of confirmation that an on -street parking survey shows that fewer than <br />50% of the total number of on -street parking spaces on one or more blocks within a <br />-king area are occupied, and/or (ii) that the use of <br />within a restricted narking area is less than 50% 1 <br />nager shall certify this fact to the City Council along with any recommendation he or <br />traffic engineer may have as to whether Council should remove parking restrictions <br />with respect to the restricted parking area or block(s) in question, and a date shall be set for <br />Council consideration of the matter. <br />(c)Notice of the date of Council consideration shall be given to residents and businesses situated along the <br />restricted parking area bleak, in the same manner as provided within section 15-203(3) of this division. <br />• (d)In considering whether to remove the parking restrictions from one or more of the blocks within a <br />restricted parking area let, Council shall consider all information it deems relevant to the matter, <br />
