• (1) For the purpose of computations herein, the costs and charges for determining the <br />base unit costs of gas are: <br />a. Pipeline tariffs; <br />b. Contract quantities; and <br />C. Costs of natural gas, in effect or proposed April 1, 2003. <br />(2) Such base unit costs are $6.1470 per one thousand (1,000) cubic feet for firm gas <br />service and $5.3509 per one thousand (1,000) cubic feet for interruptible gas service. <br />(3) In the event of any changes in pipeline tariffs, contract quantities or costs of scheduled <br />natural gas, the unit costs shall be recomputed on the basis of such change in accordance with <br />procedures approved by the city manager. The difference between the unit costs so computed and <br />the base unit costs shall represent the purchased gas adjustment to be applied to all customer bills <br />issued beginning the first billing month after each such change. <br />Sec. 31-69. Complaints against bills; testing meters. <br />(a) A complaint against a gas bill shall not be accepted as a property excuse for the complainant <br />• not paying the bill when due nor exempt the complainant from the imposition of penalties for failure <br />to pay the bill at the proper time. <br />(b) On request of the consumer, the city shall cause the gas meter to be tested and if the meter <br />is found inaccurate, exceeding two percent (2%), the meter shall be replaced at the expense of the <br />city. If the meter is found to be accurate with two percent (2%), the consumer shall pay fifty dollars <br />($50.00) for this service. <br />ARTICLE III. WATER AND SEWERS GENERALLY <br />Sec. 31-102. Application for water service; water connection charges generally; installation <br />of meters, etc. <br />(a) Whenever any person owning or leasing property for which water service has been installed <br />desires the initiation of water delivery, he shall make written application to the director of finance <br />on forms prescribed by the director. <br />(b) Whenever any person owning or leasing property along an existing city water main desires <br />to provide a service connection from such main to such property, he shall make application to the <br />director of finance on forms prescribed by the director. There shall be a charge of one thousand two <br />hundred and seventy five dollars ($1,275.00), payable upon such application, for the installation and <br />connection by city forces of a five -eighths -inch water meter to the city's main. If the applicant desires <br />a larger service and meter than the foregoing, he shall be furnished an estimate of the cost of <br />0 <br />rage 4 of 8 <br />
