(d) The Animal Control Officer shall issue a permit to the exhibition or circus if <br />• the inspection reveals compliance with the requirements of this section. The permit may <br />be denied for failure to comply with any requirement of this section. <br />(e) It shall be unlawful for any person to induce or encourage an animal to <br />perform, as part of a any traveling or performing animal exhibition or circus, through t the <br />use of chemical, mechanical, electrical or manual devices in a manner that will cause or <br />is likely to cause physical injury or suffering to the animal. <br />]NOTE: This section is new]. <br />See. 44413. Fighting cocks, dogs, etc. <br />If any person engages in the fighting of cocks, dogs or other animals, for money, <br />prize or anything of value, or upon the result of which any money or other thing of value <br />is bet or wagered, or to which an admission fee is charged, directly or indirectly, such <br />person shall be guilty of a Class 3 misdemeanor. <br />ARTICLE II. DOGS GENERALLY ANIMAL WELFARE <br />Sec. 4-15. Cruelty to animals generally. <br />• (a) Any person who: <br />(1) Overrides, overdrives, overloads, tortures, ill-treats, abandons, <br />willfully inflicts inhumane injury or pain not connected with bona fide <br />scientific or medical experimentation, or cruelly or unnecessarily <br />beats, maims, mutilates or kills any animal, whether belonging to <br />.himself or another; <br />(2) Deprives any animal of necessary food, drink, shelter, or emergency <br />veterinary treatment; <br />(3) Sores any equine for any purpose or administers drugs or medications <br />to alter or mask such soring for the purpose of sale, show or exhibition <br />of any kind, unless such administration of drugs or medications is <br />within the context of a veterinary client -patient relationship and solelv <br />for therapeutic purposes <br />(4) Willfully sets on foot, instigates, engages in, or in any way furthers <br />any act of cruelty to any animal; <br />(5) Carries or cause to be carried, in or upon any vehicle or vessel or <br />otherwise, any animal in a cruel, brutal or inhumane manner, so as to <br />. produce torture or unnecessary suffering; or <br />
