City Council — April 7, 2008 — First Reading <br />Subdivision Ordinance — Replaces Chapter 29 of City Code <br />requirement pursuant to section 29-36 above. The temporary turnaround shall <br />• exist until the street extension is accepted into the city's street system. <br />(f)Alleys. Alleys with a width of not less than twelve (12) feet may be provided in <br />the rear or side of any commercial, industrial, or residential lots; however, no <br />dead-end alleys shall be permitted. However, when the alley is the principal <br />means of emergency access or access for service vehicles, they shall be no less <br />than twenty (20) feet in width. <br />(g)Reserved strips. Reserved strips restricting access from adjoining lands to an <br />existing or future street or alley shall not be permitted; provided that nothing <br />herein shall prohibit areas for plantings and landscaping where adequate access to <br />the adjoining lands is otherwise available. <br />(h)Access. The principal means of access to a subdivision shall be either a public <br />street or, for townhouse developments pursuant to city code section 34-388(b), a <br />private street is permissible. <br />(1)If a subdivision fronts on a dedicated, but unaccepted right-of-way, <br />then the subdivider shall construct and improve such street in accordance <br />with the requirements specified within this division. <br />(2)Throughout the length of a street, including any distance between the <br />• boundary of the subdivision and any existing street, the principal means of <br />access shall conform to standards articulated in the Standards and Design <br />Manual. <br />• <br />(i)Drainage. All drainage improvements shall be in accordance with the <br />Standards and Design Manual. <br />O)Related improvements. <br />(] )Streets shall be constructed in accordance with the Standards and Design <br />Manual with public facilities and infrastructure within the dedicated right-of- <br />way where required. <br />(2)Sidewalks shall be constructed to approved city standards on both sides of <br />every new street, and the dedicated right-of-way for a public street shall be <br />sufficient to permit installation of the sidewalk within the right-of-way on <br />both sides of such street. <br />(3)Where land being subdivided or developed fronts on an existing street, and <br />adjacent property on either side has an existing sidewalk, the subdivider shall <br />construct a sidewalk, and shall dedicate land to the public for such sidewalk, <br />to connect to the existing sidewalk. <br />Prepared March 26, 2008 31 <br />
